So a while back I made a post about my ideas for adding a taxing system, and it didn't really get far. This time I'm hoping to make it more clear and refine my ideas better. Here it goes:
Please note that tax refers to a price added onto the normal cost of an item. These are not income taxes. That'd be too complex to add.
As a mayor, money could get a bit dry sometimes. Sure, licences, warrants and tickets contribute to this, but sometimes the cops just get a bit inactive. Or maybe everyone's just behaving. So a tax could help. How this could work is as follows:
With a good cashflow, police could also receive their salary from the town balance, since they are employed by the government. The mayor could control how much, and would need to make sure that they're not going to run out of funds because they decided to pay officers 1000 bamboo. This would also apply to other roles such as judge and lawyer.
Here's where the idea links in with another. You could easily add bank robberies, and there'd be a good chance they could be money in the bank to rob. When I was mayor, it wasn't uncommon to see only 5k in the bank, which to any robber would be a pretty bad amount.
Now let me refute some comments I had last time:
'Criminals don't pay taxes:' As I said, this isn't an income tax it is a goods and services tax/value added tax. It's already added onto the shown price, and the percentage added on goes to the mayor. When buying from a shop, if the product has a tax then there's not really any way of avoiding it.
'The mayor will profit from illegal items:' While this could be true in some cases, say if the Dragonfang was classed as a 'gun' and had a tax whilst it was illegal, it's pretty hard to avoid that. It's already hard enough to categorise all the items, and then to remove it would be more effort.
'The economy could crash:' Well, that's just realism. The mayor should not only have to manage the police, but also manage the citizens and make sure that they're not paying ludicrous amounts just for a slice of bread. If the economy crashed, then it'd be up to the mayor to either fix it or not, and that'd impact their reputation in the community and chances of being reelected, like in real life.

- Items are grouped into categories which can individually be taxed. These categories could include weapons, munitions, building supplies, food etc.
- The mayor, at the start of their term, can send a list of changes they want made to the taxes to the admins.
- The list of taxes would be added under the laws of the server.
- Items, such as berries, would not be taxed.
- Uncategorised items would have no tax. The mayor could suggest items to be added to categories if they're undefined.
- Taxes are added on as a percentage of the items cost. If guns had a 10% tax, if a gun cost 300 bamboo it'd now cost 390 bamboo, with the extra 90 being added to the town balance.
