I think that flashbangs should be purchaseable by high ranking police officers, currently, flashbangs can only be purchased by Swat currently, but I think that Chiefs, Deputies and Captain's should be able to purchase them as well.

SWAT Only in my opinion.
It gives people a reason to play as SWAT in a team with other officers.
If higher ranks could buy them freely, raid-countering would be made very boring, with only 2-3 people being used for it.
