Is this for PH13 or PH10? You start off by talking about Russia then move on to Washington.. im confused.

Also that law is awful, not everyone has a mic, not everyone has teamspeak, making people have to join a TS when flying is just a bad idea.

Our main goal with this law is to prevent air crashes. Usally those with enough money only buy a heli/plane.

Well I mean...there is a Global Rule about it,
1.12 Bases that block off an entire town/map area/point or are simply too large and causing lag are subject to being destroyed.
and also,
Claiming Areas / KOS Zones constitute the following:
VIII. EXTRA IMPORTANT RULES
Blocking off any of the map's Islands (NOT artificial islands).
Blocking off any of the map's Towns (NOT artificial towns).
Blocking off any of the map's Bridges, even those that lead to a dead-end.

Also, no one has to join teamspeak to fly and that is final. If you go around trying to shut down planes because they aren't in teamspeak that is FailRP and you will be banned.

First off we aren't blocking off anything, we will be removing the zombie spawns with safe zone gens to prevent then from killing/breaking stuff. All staff of the airport are advised to give free tours around the place. We're also not "claiming the area" as anyone can pass though the airport and take a look it on their own. This I promise you will not get big and me crashing 10 is the past, I look to the future.

As you said no one has to and it is their choice to call in where they are flying, later we might be adding a type of "insurance" that if you have called in and asked permission you get a percentage of it back, if it is destroyed.

Lastly if you call building/maintaining a International Airport FailRP I dunno what I'm going to have to do for it do be "RP", and also warning me that I might get banned for building/maintaining a safe environment in the sky's is completely ludicrous.

Announcement

I have found that the current community of 13 doesn't want to have a airport in its presence, and that there is no point in me slaving away at something the community doesn't agree with. I have had multiple people come up to me and complain about the new law and I do not feel that the airport is now necessary. The project is now canceled
and all the staff will be notified of this and their Employment Terminated. I do thank those (small amount) of members of the community that did agree with that idea.

I have some suggestions,
A boat service, people pay you to ride on your boat around russia.
You MAKE airports around the map in key locations and fly people around for money.
