I feel like something like that wouldn't be such an issue/con of having the mall as players can just be banned for fail RP.

1: I like the idea, but remove the part about no guns. As Jamee said, if a player is being arrested, he may run inside.
2: If any place is safezoned to the point where it is unraidable, you may NOT place down any lockers or store loot inside it. If lockers are found, the admins will most likely remove this safezone.

I like your idea about no lockers and I was thinking about editing the post. But instead of removing the safe zone I think admins should be able to just destroy the loot stored.
