Say if you want to buy 4 military drums, the id is 17. You type /buy 17 4 or /buy "military drum" 4

That's physically impossible. In order to make this sort of plugin, you'd have to take the /buy plugin, change the coding to make it so that the Quantity is actually the second item, and the durability is the Quantity. This would confuse SOO many players.
