New Role: Governor
Only able to be gained by applying on the forums. You have to be a Mayor previously to apply for Governor. This new role will take command of the map all it's Mayors. This will also as Ivan said make a "chain of command" with CEO's, Mayors then the Governor.
This role will earn a wopping 1,000 bamboo per 30 min's earning 2,000 bamboo per hour (probably going to change)
Kidnapping said person would also be very, very profitable at which he is worth 25,000 bamboo if kidnapped.
Mayor's
Mayor's will now take command of a region. E.G Tacoma and its surrounding landmass. Doing this will mean Mayor's can now focus on that area for police protection and such. Still being able to build RP town's in that area, paying for body guards and such.
Mayor's should also be able to buy glass, a very conman problem when building RP related thing's when I had Mayor as there was no decorator's online.
Maximum Bamboo Stolen per 2 days: 20,000 (in debate, put suggestions in comments)

-Better Hostage Sits and Nogcations
-Could be a High Teir/End Game type of mode.

Now earlier today I had a idea from a video I watched last night. A3L (ArmA 3 Life) has bank's in which people can rob for money. I suggest we implement it into Pandahut.
