This is a good idea but it could not be executed correctly in our servers. This reminds me of the gun license plug-in. A really good and fun idea on paper but once its implemented it will cause more harm then good.
For one the plug-in could be abused as a police baiting kind of way with people trying to "accidentally get arrested." Laugh at me now but we all know some people aren't as dedicated to RP as we are and will abuse this.
You may be thinking, "well halogamer how could it possibly be abused?"
The mods know it. If people want to they will find a way.
This could create massive kos zones between police and random civilians.
When i think of this all i think about is how many more people will be bandits to kill police and break out of jail.

I agree, that makes it fail RP that we can't break our friends out but at the same time there's not really a solution to help both sides fairly.

+1 For Suggestion 1 and 2. For suggestion 1 I think we should have it to where bandits can kos the cops in a raid zone just like a normal raid where cops can kos raiders.

I don't think this first idea would end well.
Right now, usually, about half the server is bandits. It is already difficult to arrest them and get them into a cell considering they can defend each other and rob you on the way to the cell. Now add in the idea that these bandits can start raiding the base whenever one is arrested.. there's no way you can arrest them unless you happen to have 5 RPHD members on and all the bandits online aren't in groups or willing to form one. Even then it would be a big risk.

I think the second idea would be good, I've seen a lot of people joining police and being unable to arrest people because they can't access the RPHD base and can't get their own cells. The problem is if implemented with the first suggestion it would make things worse since now police are split into two bases (RPHD and new), so there's a smaller defending force on each when bandits start /jailbreak. The only solution to that would be merging the bases, but then regular police can't be held to the same standards as RPHD while having the benefits.

I'd say they add a plugin, like raiding, but instead you do /jailbreak (player) and it would show up like "Player is attempting to break out "player" in (amount of time the admins will decide on)

This would add Rp, but confusion. Jailbreaks would simply be players getting arrested to have the arrester's cell destroyed.
