DISCLAIMER: I am not saying we will be using this idea, simply making suggestions of what would most likely happen if we were to accept it.

If this idea was to be taken in, It'd probably be more like this
I think that there should be a white-listed roleplay server, the requirements would be:

-Microphone
-Accepted Application
-Realistic in-game name (A page that auto generates a realistic name)
-Mature
-Full understanding of the rules
-No cosmetics (Can remove all cosmetics on join via plugin)
-Only advertisements may be placed in world chat (/advert chat?)

We'd have /occ ((out of charcater chat) for people talking out of character, and any other chat besides /occ would have to be realistic.

For any offense like KOS, Disrespect, Fail RP, etc. I think it should be a warning system.
Minor things or things new players were confused about = No Punishment, just assist them and tell them what to do next time to avoid it happening again.
First Offense: Warn
Second Offense: have to reapply to get back in. (unwhitelisted)
Third Offense: Perm Banned

Any Serious Offense: Mass KOS: Accidental = Warn , On-Purpose = Ban
Mass Disrespect, Duping, exploiting shop or any bug, causing a lot of unneeded drama, ect = Perm

This would be a great idea, but there is a lot more that would have to be covered.

Issue #1-Staff
There is and always will be an issue of not having enough staff on to cover both RP servers, let alone a RP 3. Let's say we get enough good people applying that this is no longer an issue and RP 3 could start. We can make it so staff from the other 2 Roleplay servers carry over to RP 3. This will fill in most staff positions, and we can also hire a fair amount of players to start as staff. Making a separate group of staff member that only have a rank on RP 3, will most likely be impossible. There are simply just not enough players. Sharing staff between all 3 servers is the most likely way to cover that issue.

Issue #2-Warnings/Banning
A system can be put in place to define when a moderator bans a player. They can use the already in use /warn command to control moderating on the server. All warnings can be set as a permanent record, meaning no matter how long it takes your warnings never go away. A command could be introduced that would be available to Admins and possibly Super Mods that can delete a single or multiple warnings on a player. Such as /removewarning. Moderators could issue a warning via /warn (name) (reason). As Miku stated, the first one could be a verbal warning, or short ban, such as 1 day depending on the severity of the situation. The warning system could handle the amount of warnings a player has, and the moderator could choose the length of the ban for each warning. So by the players second warning, they get a heftier ban, such as 3 days to a week. Finally, of course, the 3rd warning could be a permanent ban/unwhitelist from the RP 3 server. Ban appeals could always be allowed so higher up staff can review the player and decide to give them another chance.

Issue #3-RP 3 Playerbase
One possible issue that may arise is the lack of players on the server. This seems like an unlikely problem that will probably not happen, but it should be considered that with this partiality strict warning system, that the server loses its player base after a large amount of players get banned. If this were to happen, we can make it so staff reduces their bans and become more lenient. I personally, hope we can keep the stricter system along with a large enough player base, but in the event the server becomes less popular, we could use that idea as a back-up plan.

Issue #4- RP 1 and 2 Playerbase
Now this issue seems more likely to me in the event that a white-listed RP 3 is decided to become a reality. Upon the launch of RP 2, I can recall 10 having a shortage of active and good role-playing players for a short time. I feel as if a white-listed RP was launched, all the active players who are good at role-playing and love to do so, will change servers, leaving RP 1 and 2. This could make it so PH#10 and PH#13 both have a shortage of players, or at the least a shortage of responsible players. This problem may also branch into many others, such as: An increase of nooby players could result in more KOS and more situation where staff would need to ban. This increase in KOS could also cause a need for MORE staff to be needed on those servers.

These are the main issues I could see happening if a third RP server was launched. They may or may not happen, that is just what I predict. Of course, there would likely be smaller issues such as: What map to use, if any rules to be added/removed/changed for the 3rd server, recreating a new mod guide, and even adding new commands and plugins. Same disclaimed as Miku:

it would not be fair for the players that nhave no mic like me i use my mic some times but a follow the rules so this should not be a thing

RE-ANSWER TO YOU QUESTIONS

Issue 1- Staff have always been a problem on Pandahut Servers and now that problem is substantially worse due to some staff (including me) being increasingly in-active. This can be fixed by giving out intensives to be active, and example of this was when I was active in the weekend and the only reasons I was on was because Kaz was on and we were building the new Pizza69, although the job was basically his because I had a mod sit every 2 mins although it was only when a new spot on the server opened up. Back to the point of providing insentives to be on the server, open promotion spots make the mods have a goal to achive, RP bamboo for doing duty's such as cleaning up cars (which I did on #13 RP town) or moderating when alone which would make people switch servers if there is too many on one and check.

Issue 2- Stricter rules would be a very, very nice edition to the server and having the server Whitelist will make it so KOS'ers often don't come on and cause havoc in the community making it a all round nicer place to RP on. This could also increase RP and make rules easier to enforce.

Issue 3- Having a active and nice playerbase would make people join the server. Having a active staff on the forums where every Sunday they accepted new whitelist applications. A extra is to open the whitelest application process 1-2 months before the server came out to gather a community so when the server does start it has some kind of a player base. Making the "announcement plugin" announce that there is a whitelist server and you should apply on the forums.

Issue 4- Answered some of these questions in the last post but ill continue it here. If it was Modded RP some people may have poor computers/don't like it so they do not join the server. Holding events on 10 and 13 will make the player base attract to every other server instead of the one. This may also be a good one due to the fact that player(s) can build a base on and it may be safer than the current state that the sever is in where it gets raid 1 hour(s) to even a couple hour(s) later.
