I wanted to post this idea too ! :>
I think its great and will improve the role play of all the criminal role's as you said but I think that you should let people use explosive because that is the faster way to destroy Structures and will let the prisoner more time to escape and more important stay alive !
I am a was a bandit for a very long time and I always wanted something like that to be add and as you said the police gets bored from just watching at the clock and wait to the time pass so they just stoped doing it I already forgot the last time I saw someone getting to prison for something (I play mostly on#10).
and again you said that if you will destroy something that is not a door/gate etc.. it will count as False raid on my opinion you should be able to destroy all of the prison ofc not something like the R.P.H.D prison but you know the hand made one's.

most people that get arrested and striped have to wait like 10 min without something to do so most of them just go AFK for this time for example me :>
then the cop is bored as well he just stands there and looking at the criminal for 10 min or something like that and if you you were allowed to jail Break they were active and aware of the criminals and were "Role Playing" a lot more in general and the you said that "this kinda ruins the point of the judge jailing"
first of all this only apply for criminal roles that mean's that if you arrest a Decorator no one can Help him (except his bodyguard if he has one) and if the police force is strong enough then the prisoner wont be able to escape because for example tow people are JailBreaking to help there group mate escape from jail they will probably have to kill at least five people to Break in and after that they will have to leave the area .
this will also give the bodyguard role more meaning because the criminal will want some help so they can just hire a bodyguard

When u do that command u should have kos on all cops in the prison /area and only break the jailcell or something.

Most criminals are transported to RPHD HQ. The HQ is safezoned. It is impossible or incredibly hard to code it so the Region deletes itself when a jailbreak is called and after it to make it again. automatically.
