Temporarily fix for this is NOT going prone/crouch.

When stuck in this position either go into water or enter a vehicle!

They do. I had this issue on my server. I deleted all my plugins and it didn't fix the issue. I then later wiped the map and everything was back to normal. I'm pretty sure that wiping the map is the only fix. Good luck!

Players will be notified of a wipe in advance but the most likely solution is a restart of the server.

Issue was fixed already with a map wipe.
