As you all know there were alot of new vehicles added, one of them is the Coaster, a heli with 2 lights, I think SWAT, Deputy's and Captains should be able to buy this as it is useful for cop chases.

And Chief it doesn't make sense that a lower ranking officer can buy higher grade stuff the a higher ranking officer. Also chief can buy nothing but cop cars and police boats.
