15. If an Staff is called during a Police raid, all roleplay should stop until the Staff has finished the sit. Continuing to kill or destroy can result in punishment.


One of the biggest things that stuck out was the numbering on the lists. (1,2, skip a few, 99, 100.) None of them were properly numbered sequentially. And some had gaps like there was a rule removed and the space was left.


Kudo's on adding scamming being against the rules.



Questions about rules:


Role-playing Rules

11. You must make a reasonable attempt to take the Mayor hostage before opening fire on him (you must be a raiding class to take hostages).
So why is it raiding classes can now take hostages? Before it was just Bandits, seeing as they were the corrupt bad guys of the server, but now your opening it up to nearly half the server can take hostages?

13. You may not defend random people, only your friends, gang members/allied gang members, and occupants of your base.
That goes against Rags rule about anyone can kill a bandit that is robbing someone else. Which I was against in the first place, but curious to why it's now changing.

16. Baiting Police is not allowed. It's Fail RP.
What about that is failed RP? In fact, it's still RP regardless if it was to stir up the Police or not. That's like saying if a bandit wants to be chased, because they love a good ol' Cop chase, they couldn't do it.



Role-playing Rules - In Depth

2. You must wait 10 minutes in-between raiding. (you must wait 20 minutes in-between raiding the same person or base)
So the raiding limit is being brought down 20 mins? The normal Raid time between raids is 30 mins. Why the change?

1b. Other Classes may raid with another person.
That makes it sound like you're giving the okay for non-raiding classes to raid with raidable classes. Rewording is in order.



Building Rules

7. Do not build inside unowned buildings or ones that you do not own.
It sounds like you're not allow to build in prebuilt structures. (Houses, buildings Nelson has on the maps)

10. Bases that require crouching or alter your speed or movement in any way are disallowed.
This one just sounds absurd. You're limiting the base defense of others drastically. Why was this rule added? Or the thought behind it?

15. While building, put up a sign that says "Building" to let others know you are not roleplaying.
This sounds like a rule that is gonna be exploited big time. And why are they not roleplaying? Just because they're building? This would literally stop all roleplaying to be done with this person. THIS Fails RP. Along with....

17. Do not interfere with people that have a "Building" sign.
Both of these rules would go against Role-playing Rules, 24. Do not Fail RP.



Note: This contraband list may not always be completely up to date, and common sense should take over. For example, a maplestrike is as rare that is a eaglestrike. So it is legal. A RPG is obviously not.
If we go off of that, then Timberwolfs, Grizzlies, Matamorez, etc. would also be illegal.


Rough draft though, it wasn't that bad. A lot of people don't like change, and some of these rules are gonna slap some people hard lol.

Lol, not sure how =P, I'm not that special xD. Was just curious to the "The rules set by Arashi" bit. Seeing as I haven't really made any of the rules. Might have pointed some in the right direction though lol.

^ Those are not going to be the rules.. They are just a couple of rules thrown to where we can pinch some out, we're not saying this will be the rules for the rp server..

First off, I just realized I read Miku's last comment wrong and thought it said "if you want to point out Rags Rules you like." Not what it actually says "If you want to point out rules you like so rag can see" xD Well my bad for the beginning of this, but I really feel like these should be stated anyways =P


The current RP rules I'm fine with aside from:


Bandit:
"When they rob another player; ANYONE can kill the robber"

To me that just makes it extremely open for anyone to KOS a bandit while they are robbing someone. And as I've stated before, Bandit 1 could be in the middle of robbing someone when Bandit 2 comes along, sees this, and kills Bandit 1. Then could proceed to rob the same guy that was just being robbed if they wanted to. Or someone with a sniper could spot someone being robbed and could just KOS the Bandit without any repercussions towards them for doing so. This sounds like Bad RP. It may have been implemented to limit the Bandits a bit, by making them rethink robbing someone with random people around, but it just opens up the KOSing field a bit too much. To me, it just seems a bit too OP against bandits.
Another thing to add to this if the rule is to stay, is that this specific rule doesn't seem to be written for the Hobo role as well. They can also rob, but seems they don't have to worry about being KOS'd? Though, Mr. Lost Sympathy's "When you can kill a player" sticky shows that it applies to the hobo's as well even though it's not physically written on the Hobo role rules. (that role being void of rules currently)


Bodyguard:
"Can KOS any unwanted intruders of the building they are protecting (If the intruders got warned 3 times by the owner to leave)"

I'm not sure if that was a mix up or typo, but what about if the owner isn't at his home and the bodyguard was hired to protect the home. If the owner isn't there to give those warnings then the bodyguard couldn't do anything about these intruders. The rule itself states the owner has to give the warnings. This would also fail if the owner had to go AFK or go offline for a bit but hired the bodyguard to watch over the shop.


Hitman:
"If a hit or hitman goes offline, the hit is frozen until both are back online. If a hit is froze, the hitman can accept a new hit."

While this helps allow for a hitman to take another hit request if their hit logs off before they could get to them, this could break the rule stating "They can only accept a hit 30 minutes after the END of the hit before." seeing with the frozen rule, it allows them to accept a new hit, which could be before that 30 mins. And if the first hit were to log back online, they could possibly have two hits at once.



Hostage's:
As far as I'm aware, only Bandits can hold hostages, so perhaps add that to the Hostage's article? Currently the only thing stated about who can hold hostages is under bandits and it just says "Can hold hostages." Sure that should be a no-brainer, but as it sits, there isn't anything in the rules stating only bandits can hold hostages, just that they can.

The Miku RP rule ideas:

Some of them are common Pandahut Rules, which should already be followed seeing as the RP server is apart of Pandahut. But some that I would really like to see implemented are....

General Rules
10.Scamming is not allowed whatsoever. (Open Spoiler)
10a. Scamming is defined by breaking a verbal or written agreement between players.
10b. Verbal agreements withstand until both parties have either logged off or have changed their base location/removed their base. Unless a specific time period is stated in the agreement.
10c. Example of valid agreement which will result in a ban for scamming if broken: "You can hold my rare if you promise to give it back." "I promise." Player doesn't give it back.
As this could be used as a rule for the server, we could also make it a reason for a cop to arrest someone. For instance, if a Police Officer was present they could arrest someone for taking an item after agreeing to give it back but refuses to do so; scamming. For more serious forms of scamming like taking someones money but not giving them an item you were going to sell to them. Or logging off and TPing away (Breaking RP) a mod would have to be called in.


Raiding Rules
3. You can not raid a building from inside a base or from a rooftop.
This is half already in the rules right now. Being you can't be inside the base before calling a raid on it. But there isn't anything in the rules about being on top of the base before calling the raid.


Building Rules
9. Do not block off large parts of the map
18. No Megabasing. (Open Spoiler)
18a. Megabasing is a general term for any unrealistically large base or structure.
18b. Attributes of megabasing are the following: Blocking off large portions of the map, eye sores bases, huge buildings that overlap into the street or sidewalk, bases past house boundary lines.
This will make a rule against those large "bridges" that just block off half the map from the other. It will also limit people from making extremely large bases just because they feel they're entitled to a large portion of the map. It also help limit those large server lagging bases.

27. You may not own more than one base at a time.
This one also to prevent from unnecessary buildings around the map.

I'd like to add a rule to this list.
  • If your base is destroyed or damaged beyond your willingness to repair and keep it. Finish destroying it before making another base.
This rule can go along with not owning more than one base, and will help keep the server of unwanted destroyed bases. (less down time for Rag and the mods to clean up the server)


Police Rules

1. Corrupt Police members are not allowed.
This is common knowledge, but isn't anywhere in the current rules. A new player might read the rules, but might not know that Corrupt Police are not allowed.


Before I go any further, I think there should be some sort of Police Department and a Jailhouse built and against the rules to raid/destroy. This might help the Police to be organized. A Jailbreak can be done, if announced in world chat twice. (example:"Jailbreak inbound" or "Jailbreak for Arashi") The Police Department would not be apart of the Jailbreak and should not be touched. Once the jailed person is freed, the jailbreak is over. And should be stated "Jailbreak over", regular RP continues.

4. SWAT may free-roam, but must protect the Police Department and Mayor during a raid
If my idea was added this would change to, "must protect the Jailhouse and Mayor during breakout or raid".

6. Police members are not allowed to base/own doors/homes. The Police Department is your home.
Police are already not suppose to own a home to store things, so they have no need for an external base, just the Police Department.

14. You may not under any circumstances kill prisoners in jail.
This would also include letting those jailed to starve or die of dehydration.


Another thing that could be added would be searching a player after being arrested right before putting them into their cell. Being arrested would mean actual jail time, not just slapping cuffs on someone. The cops could guide them into a room while booking them to search their person. They would put what they have into crates (not drop, because things could glitch) for the Police to search through and confiscate anything that is illegal and add more jail time to their sentence or increase their bail amount. They would take the things from the crates after the police searched through it, this way nothing can be claimed missing and then escorted to their jail cell.

I will add this as well "Arrest to Jailing Process"
To Arrest someone:

1. Cuff them.
2. Telling them they are under arrest. (Once in chat "Arashi, you are under arrest")
3. Explain why they are under arrest and ask if they understand.
4. Take them to the Police Department.

Booking someone into Jail:

1. Take them into the room where they will be searched.
2. Explain to them that they are to put their things into the crates to search for Illegal objects. This is mandentory and not an option. They will be able to take back their things after it's been searched through.
3. After searching through crates.
  • If no illegal objects found - ask them to collect their things.
  • If illegal objects are found - confiscate them right away and inform them that the object is illegal and you will be confiscating it.
4. Ask for the Mayor/highest Police ranked officer to come to booking.
5. Explain to them why you arrested "Arashi" and tell them of any illegal objects they had.
6. After the Mayor or Higher up gives a sentence, go back into the room and inform them again of what their charge was and how long it will be for the said charge, or how much they can pay to avoid jail time. Also explain how much more is being added for each illegal object.
7a. Ask which of the two things they would prefer to have if they have both options. (Jail time, or pay a fine/bail)
  • Jail - Walk them to their cell
  • Pay - Once they pay, set them free.
7b. If only Jail time is allowed, escort them to their Jail cell where they wait out their sentence.


Extra things to know and to remember:

1. Make sure to ask them what their Food and Water levels are at this way they won't die while under Police custody.

2. Cuffing someone does not mean they are under arrest. But after telling them they are under arrest they can call for a lawyer (if one is online). This can happen at any point between you telling them they are under arrest and in the booking process.

3. The Lawyer can speak with the Mayor or highest ranking Officer at the time, whomever is handling the sentencing, along with the arresting officer. If there is a case where the Officer didn't do something by the book, or arrested without proper cause, the Mayor or highest ranking Officer would have to instruct the officer to let the person go. The arrested person would pay the lawyer and they would be set free.
If it's at all helpful for later, feel free to sticky it, with credit of course ;P


Mayor

I know a Mayor hasn't been chosen yet, but when one does.

1. You may not make curfews.
2. You must have a valid roleplay reason to set a lockdown.
2a. Examples include: Players are attempting to kill the mayor, Players are raiding the Police Department, etc.
Example would be, like if someone announces a Jailbreak coming. The Mayor could lockdown Seattle for a valid reason (if the Police Department and Jail is in Seattle that is.) If anyone is near the Police Department or Jailhouse, they could be arrested or shot upon. This could help prevent Jailbreaks.

6. The Mayor may set bail for a minimum of $500 or disable bail altogether. The mayor may also set alternative RP forms of bail
7. If there is no Mayor, the Police Captain may set bail instead. If there is no Police Captain, then Police Deputy, Then Police Chief, If there is none of those any Police Officer or Swat officer can accept bail.
6a. Bail must be a set price for everyone. No bias or special treatment (Example: Bail for everyone is $1000 but bail for friends is $500)
6b. Alternate forms of RP related bail include telling a story, joke, or any other form of RP entertainment.
This would need to be added as well for the Justice system to work.

8. As Mayor you must not act as police, instead focus on organizing the Police to police. (Enforce the law)
This would be obvious, but could be apart of the Mayor Application Questions.

Contraband:
  • Explosives (Grenades, Landmines, C4, Claymore, Rockets) - I agree with Miku, RPG's should be illegal. What are they good for besides shooting Rockets? And Rockets are already Illegal.
  • Military Knives - It's original reason for being illegal was because it was a combat use knife. But it could be illegal for it's length like in many countries. This would open up Katanas, Machetes, etc.
  • Drugs (Berries and Glue)
Other things that could be added:
  • Light Machine Guns (Dragonfang, Nykorev)
  • Shadowstalker (Rails Explode)
  • Explosive Rounds (this is coming in the next update and can be added to the "Explosives" list)

Another mix up or clash with Rag's rules:

Raiding Rules
2. You must wait 30 minutes in-between raiding. (you must wait 60 minutes in-between raiding the same person or base)
60 mins in-between raiding the same base goes against Rag's rule about there being a 3 day wait on the same base. This applies to groups as well. If one person from a group raids a base, no one in that persons group can raid that base again for another 3 days.

I completely disagree with the bail system miku proposes. It makes someone who shot like 20 people and someone who has a single berry pay the same bail? That hardly seems fair and is nowhere near real life.

I see what you're saying. But I think what she was getting at was more of a $ amount, or b in our case (bamboo), for each charge. So like 20 counts of murder, an example would be 100b per kill count, 20 counts would make 2000b. Plus whatever the other charges may be. Not a solid number per person to be bailed out. It just says a minimum of 500 bamboo per case. And the addition was that the mayor couldn't charge 1000 to others while charging less to a friend for the same charges.

If I'm wrong, than yeah, I prefer the payment or length of time per charge against them. The time fits the crime way of things, rather than what Danzeman said, where everyone has to pay the same amount.
