Why's the mechanic Menz wearing swat clothes mr. mayor?

i did not support his way of wearing/impesating SWAT officers. He was breaking the law, and sadly i cannot enforce the law when i am in office of the mayor.
But to be honest right after the interview Keller (the first officer interviewed) arrested Menz after his interview. So justice was served, and no civilians was harmed.
