Am I allowed to make my own town and tax people to live there?

I don't know if there is a 100 barricade and 100 structure build limit anymore, but if there isn't, go ahead. Just make sure not to make the area laggy (many light, generators, buildings, etc.).

Yes you are allowed to charge people that live in your town, but only if they agree to live in your town.
