Part of the reason we thought of kitpvp back in the day was because we wanted creative-like server that didn't allow people just to infinitely spawn things and lag/crash the server. For vehicles we could put cool downs but for items people would want to spawn a lot in a short time and not spawn many for a while and that's hard to control.

We also do not like resetting the map 24 hours.
A creative server I have been playing on a bit recently has a spawn limit on item, and a despawn rate of dropped items of about 2 seconds. As well as that if you spawn in more then 2 vehicles the first one spawned in explodes, which is a pretty neat system imo. And they have some sort a genius plugin (no offence mushy :P ) were if the player count exceeds 22/24, the player cap goes to 40. Pretty neat idea.
