We I as mayor I will fund all projects and with no charge I will have donations centers and have collectors to get loot for them for everyone and I will pay the collectors creating jobs and donations for the people.

Lets point out some key mistakes in this.

Where is all the money coming from to fund "all the projects"?

What people and when are your people going to collect lout.

I can see where you are coming from in collecting jobs but the game is reward=pay the more people you have collecting the more pay and rewards in this case lout you are going to gain. This basically means you are going to average out your profits from paying your workers there for the people are actually not going to gain anything.
