A police officer gets promoted by the vote of the people, these said people are the reason said police officer is running. If said police officer gets as many votes as needed from said people he is protecting, who should know him to an extent, it proves they're already worthy of being promoted. If not, higher ups already have the power of demoting said police officer. The people choose who is protecting them. It'd be kind of ridiculous for a higher up to take time out of his life to ask questions that were already on the application that said police officer made and got accepted.
Police are also free to vote, and they're opinion brings a bigger impact. If a mayor gives his +3, the citizens know this player is so good even the head of the PD is down for him to get accepted. If the mayor gives his -3, the citizens know this player has done something wrong. The same goes for a well known captain, deputy, and even a well known chief. If someone plays their cards right, such as bringing out a screenshot of them say having berries in their hand, it could ruin the officer's chance of ever applying again.
