I feel as if I can do this by getting into an organized group and helping gain my way up in the ranks to become respected in both #10 and #13.

And then poke a PSD officer in the channel "Pandahut Sheriff Dept" then they will give you the password of the channel. You need to be in the PSD channel EVERYTIME you are on duty as a RCMP of PSD.
