It seems as though this ticket was paid off or removed. I do see a ticket for "illegal discharge" on Server #13, ticket ID 209 (not 210 :/), on this player: http://steamcommunity.com/profiles/76561198346579306.

In case this issue is still happening, please make sure to leave the ticket unpaid and notify us if possible. I'll review the code and the database as soon as we can replicate this bug.
