A lot of staff and players alike have been complaining of rules and roles not being up to par. Such as many grey areas costing them loot or a ban they didn't know could be banned for. Us staff go ahead and shrug our shoulders in confusion since a certain situation calls for a punishment but said situation wasn't stated in the rules. Well, I am here to fix that!

I'll be going in an order of no particular importance or order of any kind, they'll be numbered but not in an order of importance.
These rules and/or changes willy apply for ALL roles and BOTH servers. Lets' see what you think.

Law Official Roles
I've personally seen and had police of all ranks do things off the books and many see being a law official as boring. Which, from a real life standpoint, is 50/50. From a video game standpoint it is boring as all hell, I'd honestly rather watch paint dry.
You ask "What are you suggesting then?" Well here it is:
  1. 1.) Should Weaponsmiths be allowed to buy and/or sell weapons outside of a set shop?
1.1.) No. You MUST be in a closed building (I.E: 2x2 maple base or in a premade apartment complex) that you own and can access freely.
  • 2.) Are Weaponsmiths allowed to have "On The Go" shops such as on an APC or Truck?
2.1.) No. These are considered "Black Market" sellers and weapons and can be arrested for that for up to 30 minutes.
  • 3.) Are police of any rank allowed to wear whatever armour they want?
3.1.) Any officer may wear whatever police clothing they want but may not wear Coalition unless entitled the necessary rank of
Deputy, Chief, or Captain.
3.2.) If you are S.W.A.T or a ranked officer (Deputy, Chief, Captain) you are allowed to wear any vest so long as it is not military.
Unranked officers may not wear any vest but may wear any other piece of uniform they please except Coalition.
  • 4.) Does wearing any police uniform count as Police Impersonation?
4.1) Yes. Any piece of clothing worn by someone who is NOT a police officer regardless of rank is Police Impersonation.
4.2.)Though police are allowed to wear any piece of clothing, unranked officers may NOT wear Coalition. Police of all ranks may also not impersonate other ranks such as Police Deputy may not claim themselves as Captains.
  • 5.) Can you strip search a player anywhere, anytime for any reason?
5.1.)No. You may only strip search a player in a POLICE OWNED area with Jail Cell(s) and no other randoms around such as the D.E.A HQ.
5.2.) Anytime and any reason? No. You may ONLY strip a player or police of their inventory if you find Contraband such as Berries or if they have unlicensed weapons.
  • 6.) Should jail times be simplified and can players be taken of everything?
6.1.) Here is what I have for jail times:
  • ~ Unlicensed/Illegal Weapons | 2 Minute per Weapon
    ~ Contraband (Explosives/Military Knives/Narcotics) | 2 Minute per Contraband

    Max time you may jail someone is 1 Hour! Any higher and it is Fail RP!
6.3.) All items that fall under each category above MUST be destroyed immediately with /trash. Players who are jailed may not have any weapons either melee or ranged nor can they carry any explosives/throwables.
6.4.) Police MUST take away weapons both ranged & melee as well as any throwables. If the item taken is licensed and not illegal such as a licensed honeybadger and an axe, it must be tossed into a storage and given back once the time is up for the player serving time. Trashing it or keeping it for personal use it Fail RP and will result in punishment.
  • 7.) Should police of all ranks and staff alike give warnings to remove vehicles on the roads?
7.1.) Police and staff may not give warnings to remove vehicles on the road. It is HIGHLY ADVISED to do so but not required.
7.2.) Police and staff may not destroy emergency vehicles if their emergency lights are on as this may constitute to police responding to an Rp Situation that requires their lights and vehicles to be how they are. If the lights are off, they may be destroyed.
  • 8.) Should police be allowed to arrest a player in their own home and can their arrest continue if their suspect runs into their own home?
8.1.) Players running inside their homes during an arrest is fine, but police officials MUST give 3 warnings for them to come out.
8.2.) If the player refuses to exit the house, a Police Captain may call /arrestraid <playername> <location> and may only destroy doors, windows and walls in that order to gain entry. If you destroy walls first to gain entry then that will be a false raid. You must prioritize doors/hatches, windows/shutters, walls/doorways in that order. Under no circumstance may you destroy walls or doorways first. You may also destroy Generators and Sentries.
8.3.) During the arrest raid, no form of explosives of ANY sort may be used as this will possibly destroy storage or other decorations. Before, during and after the arrest raid, you may not loot the base of any agriculture or free storages or destroy beds. This will count as a false raid.
  • 9.) Do you have to wait 10 seconds after the 3rd warning?
9.1.) Most definitely. This allows more than plenty of time for players to stop and listen.
  • 10.) Can unlicensed weapons be stripped whilst in "jail/prison" and can they be bought back or returned?
10.1) Not at all. They are confiscated by police and taken as evidence. They cannot be returned at all and any contraband found whilst in jail/prison can be confiscated as well. Returning unlicensed weapons and/or contraband is Fail RP!
  • 11.) How do raid warrants or search warrants work? How are they issued?
11.1.) Search warrants no longer exist due to them being abused 100% of the time. An officer must have solid evidence and must show a Police Captain the evidence for any action to be taken.
11.2.) Evidence must be provided with a Screenshot or Video taken with Steam or Gyazo or recorded with Shadowplay, Fraps, Obs or Bandicam and MUST be uploaded to YouTube being as raw of a video as possible meaning little to no editing.
11.3.) Though this rule may be a no-brainer but it happens. Under no circumstance may an officer or player plant illegal substances in a base to allow a raid to be called on it. Regardless if the base is open and free to enter, this is a heavy offense and the player will be punished accordingly.
  • 12.) Can police Kos a suspect fleeing on foot or in a vehicle immediately without warning or without further warnings after one or two may have been called to comply?
12.1.) No. If the suspect is fleeing on foot, follow the warning system of 3 warnings with 10 second intervals including 10 after the 3rd.
12.2.) If the suspect is fleeing in a vehicle, police may shoot the vehicle but must try to shoot the tires out. You may only shoot the tires and/or vehicle if they enter a vehicle and begin to move. Getting in a vehicle and staying put is not grounds for destruction of the vehicle. If you happen to shoot the player or passengers, blow up the vehicle or kill the player(s) involved and will be classified as crossfire.
  • 13.) Should NLR (New Life Rule) be enforced in RP Situations and can police arrest for seeing something in chat?
13.1.) If you are police and arresting a bandit and are killed fairly, you must forget your past life and must continue a new life to avoid repeated arrests and Fail Rp situations.
13.2.) If you were unfairly killed, you may not call it out in world chat. Use /adminhelp to contact staff or you may not be helped!
13.3.) For arrests, police of all ranks MUST see the actual situation or attend to it in order to arrest such as attempting to stop a raid or robbery.
Unless you see it you may not arrest for it. (excluded if you were fairly killed, then follow NLR.)
  • 14.) Can raids start from the inside and can raiders barricade themselves in? If so, can police destroy them?
14.1.) Raids MUST be called outside the targeted area regardless of if windows or doors are open. This means you cannot sit on the roof or any part of the building, you MUST sit outside the raid zone and stay there until the raid timer ends. After the raid timer has gone, raiders may run inside and barricade themselves in as much as they like with free form buildables ONLY.
14.2.) Police may destroy any free form buildable placed by the raiders. Police may not destroy any other part of the property to gain line of sight with the raiders as this will cause more damage to the structure.
14.3.) Police may also not use highly explosive weapons to kill raiders such as RPG's, Demolition Charges or Tanks w/ Missiles. This will cause extreme damage to the structure and will count as a False Raid on the officers' end.
  • 15.) Can police destroy the structure of a base to rescue a player during a kidnap?
15.1.) No. This counts as both Fail RP and False Raid. You are there to rescue the hostage, not kill them and using an RPG, Demolition Charges, Grenades, Explosive Arrows/Magazines and Tanks to gain entry may kill them and destroy the base which gains loot. You are there to rescue the hostage and keep them alive, not raid for loot.
15.2.) You may destroy sentries and generator(s), you may also destroy doors, hatches, windows and shutters. You may not destroy walls. claims flags, floors or storage in the base. This will classify as a False Raid and those involved will be punished!
15.3.) To fortify rule 15.2., kidnappers may NOT barricade themselves in a room with multiple plates. The doors, hatches, windows and shutters MUST have nothing obstructing the front or back (top or bottom) and must allow free passage under the doorway, window or metal hole. Kidnappers may also NOT hide the hostage in a room with no doors or windows. The hostage MUST have at least 1 doorway and 1 door to him and the door may no be obstructed either. The base also MUST have a passage to the hostage room, kidnappers may not make a base that cops cannot breach into as they may only destroy doors, hatches, windows and shutters.
  • 16.) May bodyguards defend their client during arrests and can bodyguards defend their client whilst their client is arresting?
16.1.) Bodyguards may defend their client if they are being arrested and can house them to stop the arrest or stop police raids BUT may not shoot unless they or their client is fired upon. Until the bodyguard's client or bodyguard himself is shot upon, the bodyguard may not shoot back but may obstruct the officer to defend his or her client. If shot, the bodyguard may shoot back.
16.2.) Bodyguards may not assist during arrests as they are not police. If the client of the bodyguard is arresting, the bodyguard may not shoot back under any circumstance but may block their client to take bullets for them but still may not shoot back. If the client manages to detain their suspect, the bodyguard may assist in cuffing, driving and watching the suspect. This rule only applies to Law Official Roles.
  • 17.) Are raiders allowed to return to their raid if killed by their own? And can police and owner(s) of the base return if killed?
17.1.) No. Raiders killed must call their raid off even if killed and MUST stay far away from the raid even after the raid is officially over. Waiting outside the raidzone to regain loot once killed is Fail RP and Fail FearRP and so is returning after the raid is over. Only surviving raiders may pick up loot.
17.2.) Police and base Owner(s) may return as much as they'd like but if the Owner(s) beds are destroyed, the owners may not return. If no bed is found before the raid, no one other than Police may defend as no proof of ownership is shown unless displayed by a staff member Out of RP!
  • 18.) Is locking a vehicle considered stealing?
18.1.) No. The player who locked it must drive out of Render Distance of the main vehicle owner(s) for it to officially yours. The Owner(s) of the vehicle may kill you immediately if you use a stealy on it and/or lock it. They may also kill you if you drive/fly off with said vehicle.
18.2.) If you were killed whilst stealing the vehicle, the vehicle is still owned by the original owners and you MUST follow NLR (New Life Rule). If you come back to steal it again, you must wait 12 hours to steal the same vehicle or it is Fail RP! This prevents multiple back-to-back attempts to steal vehicles.
18.3.) If you successfully steal the vehicle and an officer sees it, he may follow you and arrest you for theft of a vehicle. If the officers sees you steal the vehicle and die, he cannot arrest you as this breaks NLR.
  • 19.) Should suspects be allowed to execute any commands whilst detained/arrested?
19.1.) No. Players whilst in a jail cell or being arrested may not execute any commands such as /tpa, /kit and /trash. This gives an unfair advantage as their kit (depending if a donor) may have an RPG and can end their sentence or arrest. Players being arrested also may not tp out as this constitutes to Fail RP!
19.2.) Players may not /trash, eat or 'salvage' the item(s) they are being arrested for as this constitutes also to Fail RP! In real life, you cannot magically make a .50 Cal Barret vanish in thin air.
  • 20.) May police participate in multiple arrests at once and can police assist arrests from farther distances?
21.1.) Yes. Police may participate or initiate an unlimited number of arrests but it is strongly recommended to not arrest more than 2-3 players at the same time unless you have back-up handy.
21.2.) Police may also assist arrests if they are in the next town over. For example:
Mushy is being arrested by Deputy Keller in Montague! Police may do /arrest assist if they are at Belfast Airport or at Charlottetown. If assisting, the assisting officers MUST respond immediately and use /pr to identify the location of the arrest.
21.3.) Police MUST call out where they are arresting in /pr. For example: Mushy is being arrested by Deputy Keller! Deputy Keller must do /pr "Arrest Mushy northside of Montague!" This will allow officers to respond quickly if needed!
21.3.) If an officer is arresting multiple players and their suspect pulls a weapon but kills their other suspect, it is considered crossfire. Detainees must prone or back away but may not run away to avoid being killed. If running away, the officer may issue a warning to have you stop. Failure to comply will result in death.
  • 21.) If a player damages your vehicle, should you be able to defend it and yourself and kill them?
21.1.) Yes. Players may only Kos individuals who damage the status of their vehicle such as popping tires, damaging the vehicle itself, stealing gas, carjacking or stealing.
  • 22.) Should Police Captains be the only role to buy and equip Precision Charges and Detonators?
22.1.) Police Captains are top rank and highly trusted. Allowing them to buy, equip and use Precision Charges and Detonators allows them to breach into bases safely without having to damage anything else around it.
22.2.) Police Captains may only use a kit to get these which is /kit breach. This will give a limited number of charges to use to prevent this being too overpowered or abused. Captains would get up to 12 charges which is enough for up to 6 vault doors or 3 metal walls.

CRIMINAL ROLES
  1. 1.) Should kidnappers be able to assist other kidnappers?
1.1.) Yes. Kidnappers should be given a command such as /kidnapassist <name> to assist in kidnaps such as rob assists.
  • 2.) Should the money be split to all kidnappers involved or given to the one being kidnapped?
2.1.) The ransom must be evenly split amongst all kidnappers regardless if they are in a group or not.
2.2.) Kidnappers may not pay their hostage the money they received as this counts for Fail RP!
  • 3.) Can hostages pay their own ransom or pay someone outside to free them?
3.1.) No and no. Hostages are kept hostage and secluded from the outside world unless they have a walkie talkie. Even then they can only call for police aid and paying their own ransom or paying someone else to is considered Fail RP!
3.2.) Law Officials may only pay the ransom as they are the ones to negotiate with the kidnapper.
  • 4.) During a kidnap, is there a kidnap/rescue zone?
4.1.) During an event of a kidnap and rescue, police and kidnappers involved MUST follow the raidzone of 20m. Police may not post up 300m away with any sort of firearm and snipe the doors, windows or walls off as the maximum range for police to be away is 100m. Only doors/hatches may be destroyed.
4.2.) Police may only destroy doors/hatches during a rescue. No explosives such as Grenades, Claymores, Landmines, Explosive Magazines, Explosive Arrows, RPG's or Missiles may be used to rescue the hostage as this may kill the hostage, destroy the base and kill the kidnapper. If found doing so, this will count as a False Raid and Fail RP!
  • 5.) During a kidnap, can players wait outside the zone for loot?
5.1.) No and this falls for any RP Event that may cause death to other players such as Raids, Kidnaps, Arrests & Robberies. Players may NOT wait outside raid or kidnap zones or wait next to robberies or arrests in order to gain loot. This is Fail FearRP!
  • 6.) During a robbery, can anyone kill a bandit robbing someone?
6.1.) No. Only Law Officials may counter a robbery. This will allow officers to have more of a job to do than just arrests and tickets.
  • 7.) Should robbers have the ability to /mug people which robs players of cash or should the criminal role of Mugger be added?
7.1.) If /mug is added to bandits then that means bandits can rob players of money; demanding they get /paid a maximum amount of 1k. Then if this was added, players can stop mugging as it involves usually (in real life) a measly pistol of 9mm, .22 or maybe .45 ACP or a knife. If a robbery initiated, robberies consist of heavy weapons or long rifles. If put into a real life aspect, a robbery would be stopped by cops.
7.2.) If a Mugger role was added, they would have the ability to /mug and be killed by players but Bandits would receive the buff of being killed only by cops.
  • 8.) Should players be able to run in and out of the raidzone and can they be chased down regardless of status?
8.1.) No. Players who constantly run in and out of a raidzone to pick up loot can be banned for Fail FearRP! Players may also not be chased down as this is going out of the raid zone and can cause numerous amounts of issues. Stay in the raidzone!
8.2.) Before a raid on the specified area AFTER calling the /raid, you must issue 1 warning either in voice or chat to tell players to get out of the area and specify what the area is.
For example: Warning 1, we are raiding Seattle Doughnut! Leave immediately or you will be shot!
If a player poses a threat such as aiming a gun at you and/or fails to listen to the warnings, you may shoot them immediately.
8.3.) If you are police or the base owner(s), you may not go in and grab loot and leave. You either stay there to counter or defend the raid or leave the raid alone entirely. Grabbing loot and leaving is considered Fail FearRP and you can be banned for it.
  • 9.) Can Hitmen have their prowl timer reduced and should Hitmen be able to place hits on each other?
9.1.) Hitmen should have their prowl timer reduced to 10 minutes due to hits sometimes being sparse. And when they are active, it makes being a Hitman much more fun and rewarding!
9.2.) Hitmen may not place hits on each other or anyone as they can go for their own hit and claim the reward back. It makes no sense and won't be implimented.
  • 10.) Should all roles be able to sell drug related items instead of Drug Lord?
10.1.) Any role really can sell narcotics or illegal weapons. Only Drug Lords are permitted to actually /sell drugs and berry bi-products.
  • 11.) Can all criminal roles assist players of the same role if being arrested?
11.1.) Criminal roles of the same type should assist each other instead of it being just bandits. This makes bandits overpowered as it is and allowing this will allow criminal roles to be that much more dangerous.
11.2.) If a player of the same role if being arrested, a player may not ask "Are you the same role?!" whilst sitting by the cop or do /checkrole <player>. This is FailRP since the first way is means to get loot and the second doesn't happen irl. We don't have a /checkrole command irl.
  • 12.) Can criminal roles work together to raid or work together in general?
12.1.) Combining criminal roles to make a syndicate is always allowed. Such as a kidnapper holding a hostage who has a hit on him may be freed if their Hitman friend comes over (or any Hitman interested) and kills them but the Hitman MUST pay the kidnapper either before or after the kill.
12.2.) Drug Lords and Bandits work well too. Drug Lords can grow berries and give them to Bandits to sell to others and Bandits could also fake a sale by instead robbing them of their stuff. There are many ways Criminal Roles can work together to create a power bunch.

Civilian Roles
  1. 1.) Should Doctors be the only one to give medical items? Meaning /kit health either be removed entirely or given a rag instead of medkits and a vaccine?
1.1.) If players have access to /kit health, this renders Doctors useless. Kit Health should either be extremely nerfed or removed as Doctors should be in higher demand.
  • 2.) Should new civilian roles such as Nurse or EMT be added with balanced medical items they can buy?
2.1.) Adding Nurse and EMT allows medical roles to be played further as EMT would allow players to heal or rescue civilians in desperate need such as after a hostage rescue or raid police stop, EMT's can respond and treat the wounded. They would also buy able to buy ambulances.
2.2.) Nurses would be a lower end Doctor, being limited to medical items they can buy but still working as the same type. Doctors and Nurses would be able to buy only a white truck or van.
2.3.) Players should also not be able to buy any medical items, even a simple rag. This will make medical roles very important then.
  • 3.) Should their be a Donator role called Architect, Contractor, Mason or Artisan which combines Decorators, Builders or Decorations together to create a better builder role?
3.3.) Adding these roles (Or at least 2) would allow builders to be much more enjoyable instead of having to find a certain Donor Role type to be able to buy building materials. Combining the vanilla roles to a 2/3 or all-in-one role for Donors either Vip+ or Mvp+ would allow greater play and demand for builder roles.
  • 4.) Should /kit food be nerfed or removed to allow Fishermen and Chef's to be in higher demand?
4.1.) /kit food should be nerfed even greater to allow Fishermen, Chefs and even Farmers to be much more needed! Players can do /kit food every hour or so and can survive almost indefinitely! Increasing the timer, nerfing the kit further or removing it allows these roles to be needed.
4.2.) If kit food is nerfed or removed, players should not be able to buy food or drinks off the market. Leave that to the roles that can buy food, allowing an even greater feel or RP and allowing these roles to be important as well.
  • 5.) Should an Uber Driver be the only role to transport random players to and from areas?
5.1.) Uber Drivers are rare and never needed. Adding a command to call for an uber similar to calling an emergency but instead only ubers can see it would help.
Such as /uber "Need a pickup at Seattle Gas Station!"
5.2.) If a player is caught by police transporting players not related to them in anyway can be arrested for 'Illegal Taxicab Operation" (which is a real thing, see here) This allows only Ubers to be paid and transport players from point A to point B.
  • 6.) Should all roles (except emergency roles such as Cops, Doctors and hopefully the future role of EMT or Nurse) be restricted the ability to buy vehicles to promote use of Mechanics?
6.1.) Mechanics are nearly useless since Bandits and Hitmen can buy roadsters and ghosts; the fastest vehicles out there. Restricting this ability allows Mechanics to be needed more often and given the change to redeem themselves.
  • 7.) Should Explosives Expert roles be given the ability to assist criminal raids like Doctors and Bodyguards can do to blow into bases easier?
7.1.) Much like other roles, Explosives Expert is again a very rare sight and almost never needed. Allowing them to assist criminal raids by calling 'Raid Assist SournoisRenard!' in chat and after being paid makes them very useful assets and needed almost every time!
7.2.) Explosives Experts should also be the only role to buy ANY explosive item and restricting it to other roles than could buy them, like Weaponsmiths. Weaponsmiths should not be able to sell grenades, sticky grenades, snowballs, rockets, rocket launchers, military fragmentation rounds, claymores, landmines or explosives arrows. Leave those to Explosives Experts which makes them very useful and that much more needed
  • 8.) Should the role of an Aviator be added to restrict Mechanics from buying air vehicles and allow Aviators to buy air vehicles instead?
8.1.) Though the Mechanic isn't needed, passing the rule of restricting vehicle spawning from all roles except emergency roles will allow use of a Mechanic. Aviators would be able to buy air vehicles and even act as an Airline Transport similar to Ubers. This would be an interesting role to have and very fun and very needed.
  • 9.) Can Mayors use guns to protect themselves?
9.1.) Mayors should only be allowed the use of semi-automatic pistols to be used for defense. Mayors may not use automatic rifles, smg's or sniper rifles to defend themselves. They must be helpless but not defenseless; giving them a chance to defend themselves but not to the point where they can take down players easily. Leave that for hired bodyguards or the police.
  • 10.) Should criminal roles and law roles be whitelisted?
10.1.) Allowing whitelist of criminal and law roles allows greater RP for both sides. This also allows new players to learn the server instead of robbing or arresting players. Only experienced, long time members should be given such power of roles and this allows RP to be enhanced greatly for cops and criminals!
  • 11.) Should players playing the role of service such as Doctors or Builders respond to all players when in need?
11.1.) If you choose a role, you MUST play it. If a player asks for a Builder, either respond with "I can help, what's your location?" or "I cannot assist, I am busy." Players do not play their roles half the time and instead use it for personal use before switching to a Bandit. Which is another reason why Whitelisting and enforced RP should be a thing.
  • 12.) Should players be given the ability to Riot against mayors or high positions of power such as Police Captains?
12.1.) Riots are a janky thing to mess with. Riots could be killing or riots could mean protest. If you don't like a mayor or captain, simply state your mind in chat but DO NOT KILL! If you have a serious issue with it, take it to an Rp Admin or post your opinions on the forums. Do not cause chaos on the server(s).

SERVER SUGGESTIONS
  1. 1.) Should another server be implemented called Pandahut HardcoreRP which allows only hardcore RP?
1.1.) Many players ask this and either converting one server we have now or adding a new one for strict HardcoreRP would allow a gateway for the strictest, best RP Experience for those hardcore RP'ers.
1.2.) For Hardcore RP, the server itself would be whitelisted and you must pass a test and other qualifications to even enter. Upon being accepted, you'd have to commit to many rules to ensure the best quality and most hardcore of RP's. Criminal and Law Official roles will also be whitelisted.
1.3.) For Hardcore RP, the server difficulty will be set to Hard as well. You can shoot players in the leg to cripple them, jumping from buildings will break your legs and bleeding cannot be stopped unless bandaged.
  • 2.) Should new commands be added for all roles?
2.1.) The commands listed should be added to ensure greater RP Experience:
~/arrestraid <playername> <base location> | This is for cops to breach bases to seize a player resisting an arrest by running into their home.
~/mug <playername> <amount> | This is for Bandits or the new Mugger role to mug players of bamboo of a maximum of 1,000 bamboo.
~/checktime <playername> | This is for Staff to check the amount of time a player has total on that particular server and show total hours for Pandahut RP or on Pandahut in general.
~/watch | A general command which gives an in-game time for players to see so they know when the sun will set or rise.
~/raid assist | This command should be given to Doctors (Future Nurse or EMT role) and Bodyguard roles to allow them to properly Raid Assist. They will also have a timer for raid assist but cannot call raids themselves.
~/kit starter | For non-donating, fresh players. This role gives basic clothes, a rag, canned beans and a water bottle but no weapon. Removing the other kits and giving this, making RP much nicer since you won't see a player with 1 hour into Pandahut roaming with a heartbreaker.
~Removal of ranged weapons for civilian roles | Some civilian roles and donor civilian roles come with semi-auto and even full auto weapons. Removing those from players and giving basic, weak melee weapons will further decrease Kos a bit better.
~Addition of criminal & law official role whitelist | Whitelisting these roles will promote higher interest to player other roles OR properly play an officer or criminal role. Repeated server offenders will be blacklisted from these roles and those who break the rules whilst one of these roles will be revoked access as well.
  • 3.) Should bases have a limit and have space in between?
3.1.) Mega Bases is a rule to follow but what is a mega base? Bases should not exceed the size of a 4x4x3. Any base bigger will be classified as a Mega Base.
3.2.) Hotels built that exceed this size will be classified as a Mega Base but if the base or 'Hotel' is being used by players taking up rooms, that is the only exception other than a Police Station or Mayor's office. Even then a Hotel may only be 5x5x10.
3.3.) A Police Station consists of a jail and the Mayor's office is his town hall/dwelling. These bases should be no larger than 5x5x4; 1 up from a normal sized base.
  • 4.) Should timers for criminal roles be reduced slightly?
4.1.) All roles in general should receive their cooldowns to be slightly decreased. Unless in the Hardcore RP server, cooldowns should be lessened and tweaked slightly.
  • 5.) Should players be allowed to place claimflags in their base?
5.1.) Claim Flags may be placed in bases but cannot be placed in buildings whilst in a town such as Seattle. Mainly Seattle!
5.2.) Players may also keep a 1 Foundation space between any base which includes pre-made structures such as the Doughnut Shop or Pizza Shop. Clipping bases together should be classified as Fail RP which could cause both bases to be raided and cause issues for other players. It will also help staff determine separate bases easier.
  • 6.) Should the Pandahut Community be given the ability to vote for new roles and rules or should that be staff only?
This rule is up to you guys to decide. Should players have a say in what rule(s) and role(s) be added or should staff be allowed that option only? Or even Admins themselves to?

This is everything I got to greatly lessen loopholes and grey areas and even giving ideas to enhance RP!
You heard the "oh rules will change. Oh rules will be remade." Well I finally am the first to do this and make it public everyone!

I love the white listing criminal and police roles to prevent non rule knowing new people not to walk up and shoot someone because they pulled a gun even though they did /arrest//rob and I love the hardcore rp witch I have always wanted but the down side is the current rp is going to die by the good rp'ers and most mods will only be on hardcore rp while all blobs to pandahut and very scare amount of mods on the current so if you only let 50-100~ be white listed it might work but if your going around accepting these apps for hardcore like psd accepts new people it wouldn't be so spealcal , as well mods are going to prefer to play on this because they actually get time to do not just sit there and deal with a mod sit every 30 sec so idk about that part, and the new roles could work if you get them right but back again to hardcore rp. You want the rules stern but almost not exsictant because there would be a cycopath doing meth in a alleyway that might charge at you with a knife and those are the real rpers you know like also bandits should have to wear a mask during a rob or they can be reported to the police and arrested even though the cop was not there or i mean like if you see the robber in a play shirt with a affro that is green and don't wear a hat that would be enough evidence if the cop showed up within 2-5 min of the situation because he could have changed and ECT. A lot of staff and players alike have been complaining of rules and roles not being up to par. Such as many grey areas costing them loot or a ban they didn't know could be banned for. Us staff go ahead and shrug our shoulders in confusion since a certain situation calls for a punishment but said situation wasn't stated in the rules. Well, I am here to fix that!

I'll be going in an order of no particular importance or order of any kind, they'll be numbered but not in an order of importance.
These rules and/or changes willy apply for ALL roles and BOTH servers. Lets' see what you think.

Law Official Roles
I've personally seen and had police of all ranks do things off the books and many see being a law official as boring. Which, from a real life standpoint, is 50/50. From a video game standpoint it is boring as all hell, I'd honestly rather watch paint dry.
You ask "What are you suggesting then?" Well here it is:
  1. 1.) Should Weaponsmiths be allowed to buy and/or sell weapons outside of a set shop?
1.1.) No. You MUST be in a closed building (I.E: 2x2 maple base or in a premade apartment complex) that you own and can access freely.
  • 2.) Are Weaponsmiths allowed to have "On The Go" shops such as on an APC or Truck?
2.1.) No. These are considered "Black Market" sellers and weapons and can be arrested for that for up to 30 minutes.
  • 3.) Are police of any rank allowed to wear whatever armour they want?
3.1.) Any officer may wear whatever police clothing they want but may not wear Coalition unless entitled the necessary rank of
Deputy, Chief, or Captain.
3.2.) If you are S.W.A.T or a ranked officer (Deputy, Chief, Captain) you are allowed to wear any vest so long as it is not military.
Unranked officers may not wear any vest but may wear any other piece of uniform they please except Coalition.
  • 4.) Does wearing any police uniform count as Police Impersonation?
4.1) Yes. Any piece of clothing worn by someone who is NOT a police officer regardless of rank is Police Impersonation.
4.2.)Though police are allowed to wear any piece of clothing, unranked officers may NOT wear Coalition. Police of all ranks may also not impersonate other ranks such as Police Deputy may not claim themselves as Captains.
  • 5.) Can you strip search a player anywhere, anytime for any reason?
5.1.)No. You may only strip search a player in a POLICE OWNED area with Jail Cell(s) and no other randoms around such as the D.E.A HQ.
5.2.) Anytime and any reason? No. You may ONLY strip a player or police of their inventory if you find Contraband such as Berries or if they have unlicensed weapons.
  • 6.) Should jail times be simplified and can players be taken of everything?
6.1.) Here is what I have for jail times:
  • ~ Unlicensed/Illegal Weapons | 2 Minute per Weapon
    ~ Contraband (Explosives/Military Knives/Narcotics) | 2 Minute per Contraband

    Max time you may jail someone is 1 Hour! Any higher and it is Fail RP!
6.3.) All items that fall under each category above MUST be destroyed immediately with /trash. Players who are jailed may not have any weapons either melee or ranged nor can they carry any explosives/throwables.
6.4.) Police MUST take away weapons both ranged & melee as well as any throwables. If the item taken is licensed and not illegal such as a licensed honeybadger and an axe, it must be tossed into a storage and given back once the time is up for the player serving time. Trashing it or keeping it for personal use it Fail RP and will result in punishment.
  • 7.) Should police of all ranks and staff alike give warnings to remove vehicles on the roads?
7.1.) Police and staff may not give warnings to remove vehicles on the road. It is HIGHLY ADVISED to do so but not required.
7.2.) Police and staff may not destroy emergency vehicles if their emergency lights are on as this may constitute to police responding to an Rp Situation that requires their lights and vehicles to be how they are. If the lights are off, they may be destroyed.
  • 8.) Should police be allowed to arrest a player in their own home and can their arrest continue if their suspect runs into their own home?
8.1.) Players running inside their homes during an arrest is fine, but police officials MUST give 3 warnings for them to come out.
8.2.) If the player refuses to exit the house, a Police Captain may call /arrestraid <playername> <location> and may only destroy doors, windows and walls in that order to gain entry. If you destroy walls first to gain entry then that will be a false raid. You must prioritize doors/hatches, windows/shutters, walls/doorways in that order. Under no circumstance may you destroy walls or doorways first. You may also destroy Generators and Sentries.
8.3.) During the arrest raid, no form of explosives of ANY sort may be used as this will possibly destroy storage or other decorations. Before, during and after the arrest raid, you may not loot the base of any agriculture or free storages or destroy beds. This will count as a false raid.
  • 9.) Do you have to wait 10 seconds after the 3rd warning?
9.1.) Most definitely. This allows more than plenty of time for players to stop and listen.
  • 10.) Can unlicensed weapons be stripped whilst in "jail/prison" and can they be bought back or returned?
10.1) Not at all. They are confiscated by police and taken as evidence. They cannot be returned at all and any contraband found whilst in jail/prison can be confiscated as well. Returning unlicensed weapons and/or contraband is Fail RP!
  • 11.) How do raid warrants or search warrants work? How are they issued?
11.1.) Search warrants no longer exist due to them being abused 100% of the time. An officer must have solid evidence and must show a Police Captain the evidence for any action to be taken.
11.2.) Evidence must be provided with a Screenshot or Video taken with Steam or Gyazo or recorded with Shadowplay, Fraps, Obs or Bandicam and MUST be uploaded to YouTube being as raw of a video as possible meaning little to no editing.
11.3.) Though this rule may be a no-brainer but it happens. Under no circumstance may an officer or player plant illegal substances in a base to allow a raid to be called on it. Regardless if the base is open and free to enter, this is a heavy offense and the player will be punished accordingly.
  • 12.) Can police Kos a suspect fleeing on foot or in a vehicle immediately without warning or without further warnings after one or two may have been called to comply?
12.1.) No. If the suspect is fleeing on foot, follow the warning system of 3 warnings with 10 second intervals including 10 after the 3rd.
12.2.) If the suspect is fleeing in a vehicle, police may shoot the vehicle but must try to shoot the tires out. You may only shoot the tires and/or vehicle if they enter a vehicle and begin to move. Getting in a vehicle and staying put is not grounds for destruction of the vehicle. If you happen to shoot the player or passengers, blow up the vehicle or kill the player(s) involved and will be classified as crossfire.
  • 13.) Should NLR (New Life Rule) be enforced in RP Situations and can police arrest for seeing something in chat?
13.1.) If you are police and arresting a bandit and are killed fairly, you must forget your past life and must continue a new life to avoid repeated arrests and Fail Rp situations.
13.2.) If you were unfairly killed, you may not call it out in world chat. Use /adminhelp to contact staff or you may not be helped!
13.3.) For arrests, police of all ranks MUST see the actual situation or attend to it in order to arrest such as attempting to stop a raid or robbery.
Unless you see it you may not arrest for it. (excluded if you were fairly killed, then follow NLR.)
  • 14.) Can raids start from the inside and can raiders barricade themselves in? If so, can police destroy them?
14.1.) Raids MUST be called outside the targeted area regardless of if windows or doors are open. This means you cannot sit on the roof or any part of the building, you MUST sit outside the raid zone and stay there until the raid timer ends. After the raid timer has gone, raiders may run inside and barricade themselves in as much as they like with free form buildables ONLY.
14.2.) Police may destroy any free form buildable placed by the raiders. Police may not destroy any other part of the property to gain line of sight with the raiders as this will cause more damage to the structure.
14.3.) Police may also not use highly explosive weapons to kill raiders such as RPG's, Demolition Charges or Tanks w/ Missiles. This will cause extreme damage to the structure and will count as a False Raid on the officers' end.
  • 15.) Can police destroy the structure of a base to rescue a player during a kidnap?
15.1.) No. This counts as both Fail RP and False Raid. You are there to rescue the hostage, not kill them and using an RPG, Demolition Charges, Grenades, Explosive Arrows/Magazines and Tanks to gain entry may kill them and destroy the base which gains loot. You are there to rescue the hostage and keep them alive, not raid for loot.
15.2.) You may destroy sentries and generator(s), you may also destroy doors, hatches, windows and shutters. You may not destroy walls. claims flags, floors or storage in the base. This will classify as a False Raid and those involved will be punished!
15.3.) To fortify rule 15.2., kidnappers may NOT barricade themselves in a room with multiple plates. The doors, hatches, windows and shutters MUST have nothing obstructing the front or back (top or bottom) and must allow free passage under the doorway, window or metal hole. Kidnappers may also NOT hide the hostage in a room with no doors or windows. The hostage MUST have at least 1 doorway and 1 door to him and the door may no be obstructed either. The base also MUST have a passage to the hostage room, kidnappers may not make a base that cops cannot breach into as they may only destroy doors, hatches, windows and shutters.
  • 16.) May bodyguards defend their client during arrests and can bodyguards defend their client whilst their client is arresting?
16.1.) Bodyguards may defend their client if they are being arrested and can house them to stop the arrest or stop police raids BUT may not shoot unless they or their client is fired upon. Until the bodyguard's client or bodyguard himself is shot upon, the bodyguard may not shoot back but may obstruct the officer to defend his or her client. If shot, the bodyguard may shoot back.
16.2.) Bodyguards may not assist during arrests as they are not police. If the client of the bodyguard is arresting, the bodyguard may not shoot back under any circumstance but may block their client to take bullets for them but still may not shoot back. If the client manages to detain their suspect, the bodyguard may assist in cuffing, driving and watching the suspect. This rule only applies to Law Official Roles.
  • 17.) Are raiders allowed to return to their raid if killed by their own? And can police and owner(s) of the base return if killed?
17.1.) No. Raiders killed must call their raid off even if killed and MUST stay far away from the raid even after the raid is officially over. Waiting outside the raidzone to regain loot once killed is Fail RP and Fail FearRP and so is returning after the raid is over. Only surviving raiders may pick up loot.
17.2.) Police and base Owner(s) may return as much as they'd like but if the Owner(s) beds are destroyed, the owners may not return. If no bed is found before the raid, no one other than Police may defend as no proof of ownership is shown unless displayed by a staff member Out of RP!
  • 18.) Is locking a vehicle considered stealing?
18.1.) No. The player who locked it must drive out of Render Distance of the main vehicle owner(s) for it to officially yours. The Owner(s) of the vehicle may kill you immediately if you use a stealy on it and/or lock it. They may also kill you if you drive/fly off with said vehicle.
18.2.) If you were killed whilst stealing the vehicle, the vehicle is still owned by the original owners and you MUST follow NLR (New Life Rule). If you come back to steal it again, you must wait 12 hours to steal the same vehicle or it is Fail RP! This prevents multiple back-to-back attempts to steal vehicles.
18.3.) If you successfully steal the vehicle and an officer sees it, he may follow you and arrest you for theft of a vehicle. If the officers sees you steal the vehicle and die, he cannot arrest you as this breaks NLR.
  • 19.) Should suspects be allowed to execute any commands whilst detained/arrested?
19.1.) No. Players whilst in a jail cell or being arrested may not execute any commands such as /tpa, /kit and /trash. This gives an unfair advantage as their kit (depending if a donor) may have an RPG and can end their sentence or arrest. Players being arrested also may not tp out as this constitutes to Fail RP!
19.2.) Players may not /trash, eat or 'salvage' the item(s) they are being arrested for as this constitutes also to Fail RP! In real life, you cannot magically make a .50 Cal Barret vanish in thin air.
  • 20.) May police participate in multiple arrests at once and can police assist arrests from farther distances?
21.1.) Yes. Police may participate or initiate an unlimited number of arrests but it is strongly recommended to not arrest more than 2-3 players at the same time unless you have back-up handy.
21.2.) Police may also assist arrests if they are in the next town over. For example:
Mushy is being arrested by Deputy Keller in Montague! Police may do /arrest assist if they are at Belfast Airport or at Charlottetown. If assisting, the assisting officers MUST respond immediately and use /pr to identify the location of the arrest.
21.3.) Police MUST call out where they are arresting in /pr. For example: Mushy is being arrested by Deputy Keller! Deputy Keller must do /pr "Arrest Mushy northside of Montague!" This will allow officers to respond quickly if needed!
21.3.) If an officer is arresting multiple players and their suspect pulls a weapon but kills their other suspect, it is considered crossfire. Detainees must prone or back away but may not run away to avoid being killed. If running away, the officer may issue a warning to have you stop. Failure to comply will result in death.
  • 21.) If a player damages your vehicle, should you be able to defend it and yourself and kill them?
21.1.) Yes. Players may only Kos individuals who damage the status of their vehicle such as popping tires, damaging the vehicle itself, stealing gas, carjacking or stealing.
  • 22.) Should Police Captains be the only role to buy and equip Precision Charges and Detonators?
22.1.) Police Captains are top rank and highly trusted. Allowing them to buy, equip and use Precision Charges and Detonators allows them to breach into bases safely without having to damage anything else around it.
22.2.) Police Captains may only use a kit to get these which is /kit breach. This will give a limited number of charges to use to prevent this being too overpowered or abused. Captains would get up to 12 charges which is enough for up to 6 vault doors or 3 metal walls.

CRIMINAL ROLES
  1. 1.) Should kidnappers be able to assist other kidnappers?
1.1.) Yes. Kidnappers should be given a command such as /kidnapassist <name> to assist in kidnaps such as rob assists.
  • 2.) Should the money be split to all kidnappers involved or given to the one being kidnapped?
2.1.) The ransom must be evenly split amongst all kidnappers regardless if they are in a group or not.
2.2.) Kidnappers may not pay their hostage the money they received as this counts for Fail RP!
  • 3.) Can hostages pay their own ransom or pay someone outside to free them?
3.1.) No and no. Hostages are kept hostage and secluded from the outside world unless they have a walkie talkie. Even then they can only call for police aid and paying their own ransom or paying someone else to is considered Fail RP!
3.2.) Law Officials may only pay the ransom as they are the ones to negotiate with the kidnapper.
  • 4.) During a kidnap, is there a kidnap/rescue zone?
4.1.) During an event of a kidnap and rescue, police and kidnappers involved MUST follow the raidzone of 20m. Police may not post up 300m away with any sort of firearm and snipe the doors, windows or walls off as the maximum range for police to be away is 100m. Only doors/hatches may be destroyed.
4.2.) Police may only destroy doors/hatches during a rescue. No explosives such as Grenades, Claymores, Landmines, Explosive Magazines, Explosive Arrows, RPG's or Missiles may be used to rescue the hostage as this may kill the hostage, destroy the base and kill the kidnapper. If found doing so, this will count as a False Raid and Fail RP!
  • 5.) During a kidnap, can players wait outside the zone for loot?
5.1.) No and this falls for any RP Event that may cause death to other players such as Raids, Kidnaps, Arrests & Robberies. Players may NOT wait outside raid or kidnap zones or wait next to robberies or arrests in order to gain loot. This is Fail FearRP!
  • 6.) During a robbery, can anyone kill a bandit robbing someone?
6.1.) No. Only Law Officials may counter a robbery. This will allow officers to have more of a job to do than just arrests and tickets.
  • 7.) Should robbers have the ability to /mug people which robs players of cash or should the criminal role of Mugger be added?
7.1.) If /mug is added to bandits then that means bandits can rob players of money; demanding they get /paid a maximum amount of 1k. Then if this was added, players can stop mugging as it involves usually (in real life) a measly pistol of 9mm, .22 or maybe .45 ACP or a knife. If a robbery initiated, robberies consist of heavy weapons or long rifles. If put into a real life aspect, a robbery would be stopped by cops.
7.2.) If a Mugger role was added, they would have the ability to /mug and be killed by players but Bandits would receive the buff of being killed only by cops.
  • 8.) Should players be able to run in and out of the raidzone and can they be chased down regardless of status?
8.1.) No. Players who constantly run in and out of a raidzone to pick up loot can be banned for Fail FearRP! Players may also not be chased down as this is going out of the raid zone and can cause numerous amounts of issues. Stay in the raidzone!
8.2.) Before a raid on the specified area AFTER calling the /raid, you must issue 1 warning either in voice or chat to tell players to get out of the area and specify what the area is.
For example: Warning 1, we are raiding Seattle Doughnut! Leave immediately or you will be shot!
If a player poses a threat such as aiming a gun at you and/or fails to listen to the warnings, you may shoot them immediately.
8.3.) If you are police or the base owner(s), you may not go in and grab loot and leave. You either stay there to counter or defend the raid or leave the raid alone entirely. Grabbing loot and leaving is considered Fail FearRP and you can be banned for it.
  • 9.) Can Hitmen have their prowl timer reduced and should Hitmen be able to place hits on each other?
9.1.) Hitmen should have their prowl timer reduced to 10 minutes due to hits sometimes being sparse. And when they are active, it makes being a Hitman much more fun and rewarding!
9.2.) Hitmen may not place hits on each other or anyone as they can go for their own hit and claim the reward back. It makes no sense and won't be implimented.
  • 10.) Should all roles be able to sell drug related items instead of Drug Lord?
10.1.) Any role really can sell narcotics or illegal weapons. Only Drug Lords are permitted to actually /sell drugs and berry bi-products.
  • 11.) Can all criminal roles assist players of the same role if being arrested?
11.1.) Criminal roles of the same type should assist each other instead of it being just bandits. This makes bandits overpowered as it is and allowing this will allow criminal roles to be that much more dangerous.
11.2.) If a player of the same role if being arrested, a player may not ask "Are you the same role?!" whilst sitting by the cop or do /checkrole <player>. This is FailRP since the first way is means to get loot and the second doesn't happen irl. We don't have a /checkrole command irl.
  • 12.) Can criminal roles work together to raid or work together in general?
12.1.) Combining criminal roles to make a syndicate is always allowed. Such as a kidnapper holding a hostage who has a hit on him may be freed if their Hitman friend comes over (or any Hitman interested) and kills them but the Hitman MUST pay the kidnapper either before or after the kill.
12.2.) Drug Lords and Bandits work well too. Drug Lords can grow berries and give them to Bandits to sell to others and Bandits could also fake a sale by instead robbing them of their stuff. There are many ways Criminal Roles can work together to create a power bunch.

Civilian Roles
  1. 1.) Should Doctors be the only one to give medical items? Meaning /kit health either be removed entirely or given a rag instead of medkits and a vaccine?
1.1.) If players have access to /kit health, this renders Doctors useless. Kit Health should either be extremely nerfed or removed as Doctors should be in higher demand.
  • 2.) Should new civilian roles such as Nurse or EMT be added with balanced medical items they can buy?
2.1.) Adding Nurse and EMT allows medical roles to be played further as EMT would allow players to heal or rescue civilians in desperate need such as after a hostage rescue or raid police stop, EMT's can respond and treat the wounded. They would also buy able to buy ambulances.
2.2.) Nurses would be a lower end Doctor, being limited to medical items they can buy but still working as the same type. Doctors and Nurses would be able to buy only a white truck or van.
2.3.) Players should also not be able to buy any medical items, even a simple rag. This will make medical roles very important then.
  • 3.) Should their be a Donator role called Architect, Contractor, Mason or Artisan which combines Decorators, Builders or Decorations together to create a better builder role?
3.3.) Adding these roles (Or at least 2) would allow builders to be much more enjoyable instead of having to find a certain Donor Role type to be able to buy building materials. Combining the vanilla roles to a 2/3 or all-in-one role for Donors either Vip+ or Mvp+ would allow greater play and demand for builder roles.
  • 4.) Should /kit food be nerfed or removed to allow Fishermen and Chef's to be in higher demand?
4.1.) /kit food should be nerfed even greater to allow Fishermen, Chefs and even Farmers to be much more needed! Players can do /kit food every hour or so and can survive almost indefinitely! Increasing the timer, nerfing the kit further or removing it allows these roles to be needed.
4.2.) If kit food is nerfed or removed, players should not be able to buy food or drinks off the market. Leave that to the roles that can buy food, allowing an even greater feel or RP and allowing these roles to be important as well.
  • 5.) Should an Uber Driver be the only role to transport random players to and from areas?
5.1.) Uber Drivers are rare and never needed. Adding a command to call for an uber similar to calling an emergency but instead only ubers can see it would help.
Such as /uber "Need a pickup at Seattle Gas Station!"
5.2.) If a player is caught by police transporting players not related to them in anyway can be arrested for 'Illegal Taxicab Operation" (which is a real thing, see here) This allows only Ubers to be paid and transport players from point A to point B.
  • 6.) Should all roles (except emergency roles such as Cops, Doctors and hopefully the future role of EMT or Nurse) be restricted the ability to buy vehicles to promote use of Mechanics?
6.1.) Mechanics are nearly useless since Bandits and Hitmen can buy roadsters and ghosts; the fastest vehicles out there. Restricting this ability allows Mechanics to be needed more often and given the change to redeem themselves.
  • 7.) Should Explosives Expert roles be given the ability to assist criminal raids like Doctors and Bodyguards can do to blow into bases easier?
7.1.) Much like other roles, Explosives Expert is again a very rare sight and almost never needed. Allowing them to assist criminal raids by calling 'Raid Assist SournoisRenard!' in chat and after being paid makes them very useful assets and needed almost every time!
7.2.) Explosives Experts should also be the only role to buy ANY explosive item and restricting it to other roles than could buy them, like Weaponsmiths. Weaponsmiths should not be able to sell grenades, sticky grenades, snowballs, rockets, rocket launchers, military fragmentation rounds, claymores, landmines or explosives arrows. Leave those to Explosives Experts which makes them very useful and that much more needed
  • 8.) Should the role of an Aviator be added to restrict Mechanics from buying air vehicles and allow Aviators to buy air vehicles instead?
8.1.) Though the Mechanic isn't needed, passing the rule of restricting vehicle spawning from all roles except emergency roles will allow use of a Mechanic. Aviators would be able to buy air vehicles and even act as an Airline Transport similar to Ubers. This would be an interesting role to have and very fun and very needed.
  • 9.) Can Mayors use guns to protect themselves?
9.1.) Mayors should only be allowed the use of semi-automatic pistols to be used for defense. Mayors may not use automatic rifles, smg's or sniper rifles to defend themselves. They must be helpless but not defenseless; giving them a chance to defend themselves but not to the point where they can take down players easily. Leave that for hired bodyguards or the police.
  • 10.) Should criminal roles and law roles be whitelisted?
10.1.) Allowing whitelist of criminal and law roles allows greater RP for both sides. This also allows new players to learn the server instead of robbing or arresting players. Only experienced, long time members should be given such power of roles and this allows RP to be enhanced greatly for cops and criminals!
  • 11.) Should players playing the role of service such as Doctors or Builders respond to all players when in need?
11.1.) If you choose a role, you MUST play it. If a player asks for a Builder, either respond with "I can help, what's your location?" or "I cannot assist, I am busy." Players do not play their roles half the time and instead use it for personal use before switching to a Bandit. Which is another reason why Whitelisting and enforced RP should be a thing.
  • 12.) Should players be given the ability to Riot against mayors or high positions of power such as Police Captains?
12.1.) Riots are a janky thing to mess with. Riots could be killing or riots could mean protest. If you don't like a mayor or captain, simply state your mind in chat but DO NOT KILL! If you have a serious issue with it, take it to an Rp Admin or post your opinions on the forums. Do not cause chaos on the server(s).

SERVER SUGGESTIONS
  1. 1.) Should another server be implemented called Pandahut HardcoreRP which allows only hardcore RP?
1.1.) Many players ask this and either converting one server we have now or adding a new one for strict HardcoreRP would allow a gateway for the strictest, best RP Experience for those hardcore RP'ers.
1.2.) For Hardcore RP, the server itself would be whitelisted and you must pass a test and other qualifications to even enter. Upon being accepted, you'd have to commit to many rules to ensure the best quality and most hardcore of RP's. Criminal and Law Official roles will also be whitelisted.
1.3.) For Hardcore RP, the server difficulty will be set to Hard as well. You can shoot players in the leg to cripple them, jumping from buildings will break your legs and bleeding cannot be stopped unless bandaged.
  • 2.) Should new commands be added for all roles?
2.1.) The commands listed should be added to ensure greater RP Experience:
~/arrestraid <playername> <base location> | This is for cops to breach bases to seize a player resisting an arrest by running into their home.
~/mug <playername> <amount> | This is for Bandits or the new Mugger role to mug players of bamboo of a maximum of 1,000 bamboo.
~/checktime <playername> | This is for Staff to check the amount of time a player has total on that particular server and show total hours for Pandahut RP or on Pandahut in general.
~/watch | A general command which gives an in-game time for players to see so they know when the sun will set or rise.
~/raid assist | This command should be given to Doctors (Future Nurse or EMT role) and Bodyguard roles to allow them to properly Raid Assist. They will also have a timer for raid assist but cannot call raids themselves.
~/kit starter | For non-donating, fresh players. This role gives basic clothes, a rag, canned beans and a water bottle but no weapon. Removing the other kits and giving this, making RP much nicer since you won't see a player with 1 hour into Pandahut roaming with a heartbreaker.
~Removal of ranged weapons for civilian roles | Some civilian roles and donor civilian roles come with semi-auto and even full auto weapons. Removing those from players and giving basic, weak melee weapons will further decrease Kos a bit better.
~Addition of criminal & law official role whitelist | Whitelisting these roles will promote higher interest to player other roles OR properly play an officer or criminal role. Repeated server offenders will be blacklisted from these roles and those who break the rules whilst one of these roles will be revoked access as well.
  • 3.) Should bases have a limit and have space in between?
3.1.) Mega Bases is a rule to follow but what is a mega base? Bases should not exceed the size of a 4x4x3. Any base bigger will be classified as a Mega Base.
3.2.) Hotels built that exceed this size will be classified as a Mega Base but if the base or 'Hotel' is being used by players taking up rooms, that is the only exception other than a Police Station or Mayor's office. Even then a Hotel may only be 5x5x10.
3.3.) A Police Station consists of a jail and the Mayor's office is his town hall/dwelling. These bases should be no larger than 5x5x4; 1 up from a normal sized base.
  • 4.) Should timers for criminal roles be reduced slightly?
4.1.) All roles in general should receive their cooldowns to be slightly decreased. Unless in the Hardcore RP server, cooldowns should be lessened and tweaked slightly.
  • 5.) Should players be allowed to place claimflags in their base?
5.1.) Claim Flags may be placed in bases but cannot be placed in buildings whilst in a town such as Seattle. Mainly Seattle!
5.2.) Players may also keep a 1 Foundation space between any base which includes pre-made structures such as the Doughnut Shop or Pizza Shop. Clipping bases together should be classified as Fail RP which could cause both bases to be raided and cause issues for other players. It will also help staff determine separate bases easier.
  • 6.) Should the Pandahut Community be given the ability to vote for new roles and rules or should that be staff only?
This rule is up to you guys to decide. Should players have a say in what rule(s) and role(s) be added or should staff be allowed that option only? Or even Admins themselves to?

This is everything I got to greatly lessen loopholes and grey areas and even giving ideas to enhance RP!
You heard the "oh rules will change. Oh rules will be remade." Well I finally am the first to do this and make it public everyone!

A lot of staff and players alike have been complaining of rules and roles not being up to par. Such as many grey areas costing them loot or a ban they didn't know could be banned for. Us staff go ahead and shrug our shoulders in confusion since a certain situation calls for a punishment but said situation wasn't stated in the rules. Well, I am here to fix that!

I'll be going in an order of no particular importance or order of any kind, they'll be numbered but not in an order of importance.
These rules and/or changes willy apply for ALL roles and BOTH servers. Lets' see what you think.

Law Official Roles
I've personally seen and had police of all ranks do things off the books and many see being a law official as boring. Which, from a real life standpoint, is 50/50. From a video game standpoint it is boring as all hell, I'd honestly rather watch paint dry.
You ask "What are you suggesting then?" Well here it is:
  1. 1.) Should Weaponsmiths be allowed to buy and/or sell weapons outside of a set shop?
1.1.) No. You MUST be in a closed building (I.E: 2x2 maple base or in a premade apartment complex) that you own and can access freely.
  • 2.) Are Weaponsmiths allowed to have "On The Go" shops such as on an APC or Truck?
2.1.) No. These are considered "Black Market" sellers and weapons and can be arrested for that for up to 30 minutes.
  • 3.) Are police of any rank allowed to wear whatever armour they want?
3.1.) Any officer may wear whatever police clothing they want but may not wear Coalition unless entitled the necessary rank of
Deputy, Chief, or Captain.
3.2.) If you are S.W.A.T or a ranked officer (Deputy, Chief, Captain) you are allowed to wear any vest so long as it is not military.
Unranked officers may not wear any vest but may wear any other piece of uniform they please except Coalition.
  • 4.) Does wearing any police uniform count as Police Impersonation?
4.1) Yes. Any piece of clothing worn by someone who is NOT a police officer regardless of rank is Police Impersonation.
4.2.)Though police are allowed to wear any piece of clothing, unranked officers may NOT wear Coalition. Police of all ranks may also not impersonate other ranks such as Police Deputy may not claim themselves as Captains.
  • 5.) Can you strip search a player anywhere, anytime for any reason?
5.1.)No. You may only strip search a player in a POLICE OWNED area with Jail Cell(s) and no other randoms around such as the D.E.A HQ.
5.2.) Anytime and any reason? No. You may ONLY strip a player or police of their inventory if you find Contraband such as Berries or if they have unlicensed weapons.
  • 6.) Should jail times be simplified and can players be taken of everything?
6.1.) Here is what I have for jail times:
  • ~ Unlicensed/Illegal Weapons | 2 Minute per Weapon
    ~ Contraband (Explosives/Military Knives/Narcotics) | 2 Minute per Contraband

    Max time you may jail someone is 1 Hour! Any higher and it is Fail RP!
6.3.) All items that fall under each category above MUST be destroyed immediately with /trash. Players who are jailed may not have any weapons either melee or ranged nor can they carry any explosives/throwables.
6.4.) Police MUST take away weapons both ranged & melee as well as any throwables. If the item taken is licensed and not illegal such as a licensed honeybadger and an axe, it must be tossed into a storage and given back once the time is up for the player serving time. Trashing it or keeping it for personal use it Fail RP and will result in punishment.
  • 7.) Should police of all ranks and staff alike give warnings to remove vehicles on the roads?
7.1.) Police and staff may not give warnings to remove vehicles on the road. It is HIGHLY ADVISED to do so but not required.
7.2.) Police and staff may not destroy emergency vehicles if their emergency lights are on as this may constitute to police responding to an Rp Situation that requires their lights and vehicles to be how they are. If the lights are off, they may be destroyed.
  • 8.) Should police be allowed to arrest a player in their own home and can their arrest continue if their suspect runs into their own home?
8.1.) Players running inside their homes during an arrest is fine, but police officials MUST give 3 warnings for them to come out.
8.2.) If the player refuses to exit the house, a Police Captain may call /arrestraid <playername> <location> and may only destroy doors, windows and walls in that order to gain entry. If you destroy walls first to gain entry then that will be a false raid. You must prioritize doors/hatches, windows/shutters, walls/doorways in that order. Under no circumstance may you destroy walls or doorways first. You may also destroy Generators and Sentries.
8.3.) During the arrest raid, no form of explosives of ANY sort may be used as this will possibly destroy storage or other decorations. Before, during and after the arrest raid, you may not loot the base of any agriculture or free storages or destroy beds. This will count as a false raid.
  • 9.) Do you have to wait 10 seconds after the 3rd warning?
9.1.) Most definitely. This allows more than plenty of time for players to stop and listen.
  • 10.) Can unlicensed weapons be stripped whilst in "jail/prison" and can they be bought back or returned?
10.1) Not at all. They are confiscated by police and taken as evidence. They cannot be returned at all and any contraband found whilst in jail/prison can be confiscated as well. Returning unlicensed weapons and/or contraband is Fail RP!
  • 11.) How do raid warrants or search warrants work? How are they issued?
11.1.) Search warrants no longer exist due to them being abused 100% of the time. An officer must have solid evidence and must show a Police Captain the evidence for any action to be taken.
11.2.) Evidence must be provided with a Screenshot or Video taken with Steam or Gyazo or recorded with Shadowplay, Fraps, Obs or Bandicam and MUST be uploaded to YouTube being as raw of a video as possible meaning little to no editing.
11.3.) Though this rule may be a no-brainer but it happens. Under no circumstance may an officer or player plant illegal substances in a base to allow a raid to be called on it. Regardless if the base is open and free to enter, this is a heavy offense and the player will be punished accordingly.
  • 12.) Can police Kos a suspect fleeing on foot or in a vehicle immediately without warning or without further warnings after one or two may have been called to comply?
12.1.) No. If the suspect is fleeing on foot, follow the warning system of 3 warnings with 10 second intervals including 10 after the 3rd.
12.2.) If the suspect is fleeing in a vehicle, police may shoot the vehicle but must try to shoot the tires out. You may only shoot the tires and/or vehicle if they enter a vehicle and begin to move. Getting in a vehicle and staying put is not grounds for destruction of the vehicle. If you happen to shoot the player or passengers, blow up the vehicle or kill the player(s) involved and will be classified as crossfire.
  • 13.) Should NLR (New Life Rule) be enforced in RP Situations and can police arrest for seeing something in chat?
13.1.) If you are police and arresting a bandit and are killed fairly, you must forget your past life and must continue a new life to avoid repeated arrests and Fail Rp situations.
13.2.) If you were unfairly killed, you may not call it out in world chat. Use /adminhelp to contact staff or you may not be helped!
13.3.) For arrests, police of all ranks MUST see the actual situation or attend to it in order to arrest such as attempting to stop a raid or robbery.
Unless you see it you may not arrest for it. (excluded if you were fairly killed, then follow NLR.)
  • 14.) Can raids start from the inside and can raiders barricade themselves in? If so, can police destroy them?
14.1.) Raids MUST be called outside the targeted area regardless of if windows or doors are open. This means you cannot sit on the roof or any part of the building, you MUST sit outside the raid zone and stay there until the raid timer ends. After the raid timer has gone, raiders may run inside and barricade themselves in as much as they like with free form buildables ONLY.
14.2.) Police may destroy any free form buildable placed by the raiders. Police may not destroy any other part of the property to gain line of sight with the raiders as this will cause more damage to the structure.
14.3.) Police may also not use highly explosive weapons to kill raiders such as RPG's, Demolition Charges or Tanks w/ Missiles. This will cause extreme damage to the structure and will count as a False Raid on the officers' end.
  • 15.) Can police destroy the structure of a base to rescue a player during a kidnap?
15.1.) No. This counts as both Fail RP and False Raid. You are there to rescue the hostage, not kill them and using an RPG, Demolition Charges, Grenades, Explosive Arrows/Magazines and Tanks to gain entry may kill them and destroy the base which gains loot. You are there to rescue the hostage and keep them alive, not raid for loot.
15.2.) You may destroy sentries and generator(s), you may also destroy doors, hatches, windows and shutters. You may not destroy walls. claims flags, floors or storage in the base. This will classify as a False Raid and those involved will be punished!
15.3.) To fortify rule 15.2., kidnappers may NOT barricade themselves in a room with multiple plates. The doors, hatches, windows and shutters MUST have nothing obstructing the front or back (top or bottom) and must allow free passage under the doorway, window or metal hole. Kidnappers may also NOT hide the hostage in a room with no doors or windows. The hostage MUST have at least 1 doorway and 1 door to him and the door may no be obstructed either. The base also MUST have a passage to the hostage room, kidnappers may not make a base that cops cannot breach into as they may only destroy doors, hatches, windows and shutters.
  • 16.) May bodyguards defend their client during arrests and can bodyguards defend their client whilst their client is arresting?
16.1.) Bodyguards may defend their client if they are being arrested and can house them to stop the arrest or stop police raids BUT may not shoot unless they or their client is fired upon. Until the bodyguard's client or bodyguard himself is shot upon, the bodyguard may not shoot back but may obstruct the officer to defend his or her client. If shot, the bodyguard may shoot back.
16.2.) Bodyguards may not assist during arrests as they are not police. If the client of the bodyguard is arresting, the bodyguard may not shoot back under any circumstance but may block their client to take bullets for them but still may not shoot back. If the client manages to detain their suspect, the bodyguard may assist in cuffing, driving and watching the suspect. This rule only applies to Law Official Roles.
  • 17.) Are raiders allowed to return to their raid if killed by their own? And can police and owner(s) of the base return if killed?
17.1.) No. Raiders killed must call their raid off even if killed and MUST stay far away from the raid even after the raid is officially over. Waiting outside the raidzone to regain loot once killed is Fail RP and Fail FearRP and so is returning after the raid is over. Only surviving raiders may pick up loot.
17.2.) Police and base Owner(s) may return as much as they'd like but if the Owner(s) beds are destroyed, the owners may not return. If no bed is found before the raid, no one other than Police may defend as no proof of ownership is shown unless displayed by a staff member Out of RP!
  • 18.) Is locking a vehicle considered stealing?
18.1.) No. The player who locked it must drive out of Render Distance of the main vehicle owner(s) for it to officially yours. The Owner(s) of the vehicle may kill you immediately if you use a stealy on it and/or lock it. They may also kill you if you drive/fly off with said vehicle.
18.2.) If you were killed whilst stealing the vehicle, the vehicle is still owned by the original owners and you MUST follow NLR (New Life Rule). If you come back to steal it again, you must wait 12 hours to steal the same vehicle or it is Fail RP! This prevents multiple back-to-back attempts to steal vehicles.
18.3.) If you successfully steal the vehicle and an officer sees it, he may follow you and arrest you for theft of a vehicle. If the officers sees you steal the vehicle and die, he cannot arrest you as this breaks NLR.
  • 19.) Should suspects be allowed to execute any commands whilst detained/arrested?
19.1.) No. Players whilst in a jail cell or being arrested may not execute any commands such as /tpa, /kit and /trash. This gives an unfair advantage as their kit (depending if a donor) may have an RPG and can end their sentence or arrest. Players being arrested also may not tp out as this constitutes to Fail RP!
19.2.) Players may not /trash, eat or 'salvage' the item(s) they are being arrested for as this constitutes also to Fail RP! In real life, you cannot magically make a .50 Cal Barret vanish in thin air.
  • 20.) May police participate in multiple arrests at once and can police assist arrests from farther distances?
21.1.) Yes. Police may participate or initiate an unlimited number of arrests but it is strongly recommended to not arrest more than 2-3 players at the same time unless you have back-up handy.
21.2.) Police may also assist arrests if they are in the next town over. For example:
Mushy is being arrested by Deputy Keller in Montague! Police may do /arrest assist if they are at Belfast Airport or at Charlottetown. If assisting, the assisting officers MUST respond immediately and use /pr to identify the location of the arrest.
21.3.) Police MUST call out where they are arresting in /pr. For example: Mushy is being arrested by Deputy Keller! Deputy Keller must do /pr "Arrest Mushy northside of Montague!" This will allow officers to respond quickly if needed!
21.3.) If an officer is arresting multiple players and their suspect pulls a weapon but kills their other suspect, it is considered crossfire. Detainees must prone or back away but may not run away to avoid being killed. If running away, the officer may issue a warning to have you stop. Failure to comply will result in death.
  • 21.) If a player damages your vehicle, should you be able to defend it and yourself and kill them?
21.1.) Yes. Players may only Kos individuals who damage the status of their vehicle such as popping tires, damaging the vehicle itself, stealing gas, carjacking or stealing.
  • 22.) Should Police Captains be the only role to buy and equip Precision Charges and Detonators?
22.1.) Police Captains are top rank and highly trusted. Allowing them to buy, equip and use Precision Charges and Detonators allows them to breach into bases safely without having to damage anything else around it.
22.2.) Police Captains may only use a kit to get these which is /kit breach. This will give a limited number of charges to use to prevent this being too overpowered or abused. Captains would get up to 12 charges which is enough for up to 6 vault doors or 3 metal walls.

CRIMINAL ROLES
  1. 1.) Should kidnappers be able to assist other kidnappers?
1.1.) Yes. Kidnappers should be given a command such as /kidnapassist <name> to assist in kidnaps such as rob assists.
  • 2.) Should the money be split to all kidnappers involved or given to the one being kidnapped?
2.1.) The ransom must be evenly split amongst all kidnappers regardless if they are in a group or not.
2.2.) Kidnappers may not pay their hostage the money they received as this counts for Fail RP!
  • 3.) Can hostages pay their own ransom or pay someone outside to free them?
3.1.) No and no. Hostages are kept hostage and secluded from the outside world unless they have a walkie talkie. Even then they can only call for police aid and paying their own ransom or paying someone else to is considered Fail RP!
3.2.) Law Officials may only pay the ransom as they are the ones to negotiate with the kidnapper.
  • 4.) During a kidnap, is there a kidnap/rescue zone?
4.1.) During an event of a kidnap and rescue, police and kidnappers involved MUST follow the raidzone of 20m. Police may not post up 300m away with any sort of firearm and snipe the doors, windows or walls off as the maximum range for police to be away is 100m. Only doors/hatches may be destroyed.
4.2.) Police may only destroy doors/hatches during a rescue. No explosives such as Grenades, Claymores, Landmines, Explosive Magazines, Explosive Arrows, RPG's or Missiles may be used to rescue the hostage as this may kill the hostage, destroy the base and kill the kidnapper. If found doing so, this will count as a False Raid and Fail RP!
  • 5.) During a kidnap, can players wait outside the zone for loot?
5.1.) No and this falls for any RP Event that may cause death to other players such as Raids, Kidnaps, Arrests & Robberies. Players may NOT wait outside raid or kidnap zones or wait next to robberies or arrests in order to gain loot. This is Fail FearRP!
  • 6.) During a robbery, can anyone kill a bandit robbing someone?
6.1.) No. Only Law Officials may counter a robbery. This will allow officers to have more of a job to do than just arrests and tickets.
  • 7.) Should robbers have the ability to /mug people which robs players of cash or should the criminal role of Mugger be added?
7.1.) If /mug is added to bandits then that means bandits can rob players of money; demanding they get /paid a maximum amount of 1k. Then if this was added, players can stop mugging as it involves usually (in real life) a measly pistol of 9mm, .22 or maybe .45 ACP or a knife. If a robbery initiated, robberies consist of heavy weapons or long rifles. If put into a real life aspect, a robbery would be stopped by cops.
7.2.) If a Mugger role was added, they would have the ability to /mug and be killed by players but Bandits would receive the buff of being killed only by cops.
  • 8.) Should players be able to run in and out of the raidzone and can they be chased down regardless of status?
8.1.) No. Players who constantly run in and out of a raidzone to pick up loot can be banned for Fail FearRP! Players may also not be chased down as this is going out of the raid zone and can cause numerous amounts of issues. Stay in the raidzone!
8.2.) Before a raid on the specified area AFTER calling the /raid, you must issue 1 warning either in voice or chat to tell players to get out of the area and specify what the area is.
For example: Warning 1, we are raiding Seattle Doughnut! Leave immediately or you will be shot!
If a player poses a threat such as aiming a gun at you and/or fails to listen to the warnings, you may shoot them immediately.
8.3.) If you are police or the base owner(s), you may not go in and grab loot and leave. You either stay there to counter or defend the raid or leave the raid alone entirely. Grabbing loot and leaving is considered Fail FearRP and you can be banned for it.
  • 9.) Can Hitmen have their prowl timer reduced and should Hitmen be able to place hits on each other?
9.1.) Hitmen should have their prowl timer reduced to 10 minutes due to hits sometimes being sparse. And when they are active, it makes being a Hitman much more fun and rewarding!
9.2.) Hitmen may not place hits on each other or anyone as they can go for their own hit and claim the reward back. It makes no sense and won't be implimented.
  • 10.) Should all roles be able to sell drug related items instead of Drug Lord?
10.1.) Any role really can sell narcotics or illegal weapons. Only Drug Lords are permitted to actually /sell drugs and berry bi-products.
  • 11.) Can all criminal roles assist players of the same role if being arrested?
11.1.) Criminal roles of the same type should assist each other instead of it being just bandits. This makes bandits overpowered as it is and allowing this will allow criminal roles to be that much more dangerous.
11.2.) If a player of the same role if being arrested, a player may not ask "Are you the same role?!" whilst sitting by the cop or do /checkrole <player>. This is FailRP since the first way is means to get loot and the second doesn't happen irl. We don't have a /checkrole command irl.
  • 12.) Can criminal roles work together to raid or work together in general?
12.1.) Combining criminal roles to make a syndicate is always allowed. Such as a kidnapper holding a hostage who has a hit on him may be freed if their Hitman friend comes over (or any Hitman interested) and kills them but the Hitman MUST pay the kidnapper either before or after the kill.
12.2.) Drug Lords and Bandits work well too. Drug Lords can grow berries and give them to Bandits to sell to others and Bandits could also fake a sale by instead robbing them of their stuff. There are many ways Criminal Roles can work together to create a power bunch.

Civilian Roles
  1. 1.) Should Doctors be the only one to give medical items? Meaning /kit health either be removed entirely or given a rag instead of medkits and a vaccine?
1.1.) If players have access to /kit health, this renders Doctors useless. Kit Health should either be extremely nerfed or removed as Doctors should be in higher demand.
  • 2.) Should new civilian roles such as Nurse or EMT be added with balanced medical items they can buy?
2.1.) Adding Nurse and EMT allows medical roles to be played further as EMT would allow players to heal or rescue civilians in desperate need such as after a hostage rescue or raid police stop, EMT's can respond and treat the wounded. They would also buy able to buy ambulances.
2.2.) Nurses would be a lower end Doctor, being limited to medical items they can buy but still working as the same type. Doctors and Nurses would be able to buy only a white truck or van.
2.3.) Players should also not be able to buy any medical items, even a simple rag. This will make medical roles very important then.
  • 3.) Should their be a Donator role called Architect, Contractor, Mason or Artisan which combines Decorators, Builders or Decorations together to create a better builder role?
3.3.) Adding these roles (Or at least 2) would allow builders to be much more enjoyable instead of having to find a certain Donor Role type to be able to buy building materials. Combining the vanilla roles to a 2/3 or all-in-one role for Donors either Vip+ or Mvp+ would allow greater play and demand for builder roles.
  • 4.) Should /kit food be nerfed or removed to allow Fishermen and Chef's to be in higher demand?
4.1.) /kit food should be nerfed even greater to allow Fishermen, Chefs and even Farmers to be much more needed! Players can do /kit food every hour or so and can survive almost indefinitely! Increasing the timer, nerfing the kit further or removing it allows these roles to be needed.
4.2.) If kit food is nerfed or removed, players should not be able to buy food or drinks off the market. Leave that to the roles that can buy food, allowing an even greater feel or RP and allowing these roles to be important as well.
  • 5.) Should an Uber Driver be the only role to transport random players to and from areas?
5.1.) Uber Drivers are rare and never needed. Adding a command to call for an uber similar to calling an emergency but instead only ubers can see it would help.
Such as /uber "Need a pickup at Seattle Gas Station!"
5.2.) If a player is caught by police transporting players not related to them in anyway can be arrested for 'Illegal Taxicab Operation" (which is a real thing, see here) This allows only Ubers to be paid and transport players from point A to point B.
  • 6.) Should all roles (except emergency roles such as Cops, Doctors and hopefully the future role of EMT or Nurse) be restricted the ability to buy vehicles to promote use of Mechanics?
6.1.) Mechanics are nearly useless since Bandits and Hitmen can buy roadsters and ghosts; the fastest vehicles out there. Restricting this ability allows Mechanics to be needed more often and given the change to redeem themselves.
  • 7.) Should Explosives Expert roles be given the ability to assist criminal raids like Doctors and Bodyguards can do to blow into bases easier?
7.1.) Much like other roles, Explosives Expert is again a very rare sight and almost never needed. Allowing them to assist criminal raids by calling 'Raid Assist SournoisRenard!' in chat and after being paid makes them very useful assets and needed almost every time!
7.2.) Explosives Experts should also be the only role to buy ANY explosive item and restricting it to other roles than could buy them, like Weaponsmiths. Weaponsmiths should not be able to sell grenades, sticky grenades, snowballs, rockets, rocket launchers, military fragmentation rounds, claymores, landmines or explosives arrows. Leave those to Explosives Experts which makes them very useful and that much more needed
  • 8.) Should the role of an Aviator be added to restrict Mechanics from buying air vehicles and allow Aviators to buy air vehicles instead?
8.1.) Though the Mechanic isn't needed, passing the rule of restricting vehicle spawning from all roles except emergency roles will allow use of a Mechanic. Aviators would be able to buy air vehicles and even act as an Airline Transport similar to Ubers. This would be an interesting role to have and very fun and very needed.
  • 9.) Can Mayors use guns to protect themselves?
9.1.) Mayors should only be allowed the use of semi-automatic pistols to be used for defense. Mayors may not use automatic rifles, smg's or sniper rifles to defend themselves. They must be helpless but not defenseless; giving them a chance to defend themselves but not to the point where they can take down players easily. Leave that for hired bodyguards or the police.
  • 10.) Should criminal roles and law roles be whitelisted?
10.1.) Allowing whitelist of criminal and law roles allows greater RP for both sides. This also allows new players to learn the server instead of robbing or arresting players. Only experienced, long time members should be given such power of roles and this allows RP to be enhanced greatly for cops and criminals!
  • 11.) Should players playing the role of service such as Doctors or Builders respond to all players when in need?
11.1.) If you choose a role, you MUST play it. If a player asks for a Builder, either respond with "I can help, what's your location?" or "I cannot assist, I am busy." Players do not play their roles half the time and instead use it for personal use before switching to a Bandit. Which is another reason why Whitelisting and enforced RP should be a thing.
  • 12.) Should players be given the ability to Riot against mayors or high positions of power such as Police Captains?
12.1.) Riots are a janky thing to mess with. Riots could be killing or riots could mean protest. If you don't like a mayor or captain, simply state your mind in chat but DO NOT KILL! If you have a serious issue with it, take it to an Rp Admin or post your opinions on the forums. Do not cause chaos on the server(s).

SERVER SUGGESTIONS
  1. 1.) Should another server be implemented called Pandahut HardcoreRP which allows only hardcore RP?
1.1.) Many players ask this and either converting one server we have now or adding a new one for strict HardcoreRP would allow a gateway for the strictest, best RP Experience for those hardcore RP'ers.
1.2.) For Hardcore RP, the server itself would be whitelisted and you must pass a test and other qualifications to even enter. Upon being accepted, you'd have to commit to many rules to ensure the best quality and most hardcore of RP's. Criminal and Law Official roles will also be whitelisted.
1.3.) For Hardcore RP, the server difficulty will be set to Hard as well. You can shoot players in the leg to cripple them, jumping from buildings will break your legs and bleeding cannot be stopped unless bandaged.
  • 2.) Should new commands be added for all roles?
2.1.) The commands listed should be added to ensure greater RP Experience:
~/arrestraid <playername> <base location> | This is for cops to breach bases to seize a player resisting an arrest by running into their home.
~/mug <playername> <amount> | This is for Bandits or the new Mugger role to mug players of bamboo of a maximum of 1,000 bamboo.
~/checktime <playername> | This is for Staff to check the amount of time a player has total on that particular server and show total hours for Pandahut RP or on Pandahut in general.
~/watch | A general command which gives an in-game time for players to see so they know when the sun will set or rise.
~/raid assist | This command should be given to Doctors (Future Nurse or EMT role) and Bodyguard roles to allow them to properly Raid Assist. They will also have a timer for raid assist but cannot call raids themselves.
~/kit starter | For non-donating, fresh players. This role gives basic clothes, a rag, canned beans and a water bottle but no weapon. Removing the other kits and giving this, making RP much nicer since you won't see a player with 1 hour into Pandahut roaming with a heartbreaker.
~Removal of ranged weapons for civilian roles | Some civilian roles and donor civilian roles come with semi-auto and even full auto weapons. Removing those from players and giving basic, weak melee weapons will further decrease Kos a bit better.
~Addition of criminal & law official role whitelist | Whitelisting these roles will promote higher interest to player other roles OR properly play an officer or criminal role. Repeated server offenders will be blacklisted from these roles and those who break the rules whilst one of these roles will be revoked access as well.
  • 3.) Should bases have a limit and have space in between?
3.1.) Mega Bases is a rule to follow but what is a mega base? Bases should not exceed the size of a 4x4x3. Any base bigger will be classified as a Mega Base.
3.2.) Hotels built that exceed this size will be classified as a Mega Base but if the base or 'Hotel' is being used by players taking up rooms, that is the only exception other than a Police Station or Mayor's office. Even then a Hotel may only be 5x5x10.
3.3.) A Police Station consists of a jail and the Mayor's office is his town hall/dwelling. These bases should be no larger than 5x5x4; 1 up from a normal sized base.
  • 4.) Should timers for criminal roles be reduced slightly?
4.1.) All roles in general should receive their cooldowns to be slightly decreased. Unless in the Hardcore RP server, cooldowns should be lessened and tweaked slightly.
  • 5.) Should players be allowed to place claimflags in their base?
5.1.) Claim Flags may be placed in bases but cannot be placed in buildings whilst in a town such as Seattle. Mainly Seattle!
5.2.) Players may also keep a 1 Foundation space between any base which includes pre-made structures such as the Doughnut Shop or Pizza Shop. Clipping bases together should be classified as Fail RP which could cause both bases to be raided and cause issues for other players. It will also help staff determine separate bases easier.
  • 6.) Should the Pandahut Community be given the ability to vote for new roles and rules or should that be staff only?
This rule is up to you guys to decide. Should players have a say in what rule(s) and role(s) be added or should staff be allowed that option only? Or even Admins themselves to?

This is everything I got to greatly lessen loopholes and grey areas and even giving ideas to enhance RP!

A lot of staff and players alike have been complaining of rules and roles not being up to par. Such as many grey areas costing them loot or a ban they didn't know could be banned for. Us staff go ahead and shrug our shoulders in confusion since a certain situation calls for a punishment but said situation wasn't stated in the rules. Well, I am here to fix that!

I'll be going in an order of no particular importance or order of any kind, they'll be numbered but not in an order of importance.
These rules and/or changes willy apply for ALL roles and BOTH servers. Lets' see what you think.

Law Official Roles
I've personally seen and had police of all ranks do things off the books and many see being a law official as boring. Which, from a real life standpoint, is 50/50. From a video game standpoint it is boring as all hell, I'd honestly rather watch paint dry.
You ask "What are you suggesting then?" Well here it is:
  1. 1.) Should Weaponsmiths be allowed to buy and/or sell weapons outside of a set shop?
1.1.) No. You MUST be in a closed building (I.E: 2x2 maple base or in a premade apartment complex) that you own and can access freely.
  • 2.) Are Weaponsmiths allowed to have "On The Go" shops such as on an APC or Truck?
2.1.) No. These are considered "Black Market" sellers and weapons and can be arrested for that for up to 30 minutes.
  • 3.) Are police of any rank allowed to wear whatever armour they want?
3.1.) Any officer may wear whatever police clothing they want but may not wear Coalition unless entitled the necessary rank of
Deputy, Chief, or Captain.
3.2.) If you are S.W.A.T or a ranked officer (Deputy, Chief, Captain) you are allowed to wear any vest so long as it is not military.
Unranked officers may not wear any vest but may wear any other piece of uniform they please except Coalition.
  • 4.) Does wearing any police uniform count as Police Impersonation?
4.1) Yes. Any piece of clothing worn by someone who is NOT a police officer regardless of rank is Police Impersonation.
4.2.)Though police are allowed to wear any piece of clothing, unranked officers may NOT wear Coalition. Police of all ranks may also not impersonate other ranks such as Police Deputy may not claim themselves as Captains.
  • 5.) Can you strip search a player anywhere, anytime for any reason?
5.1.)No. You may only strip search a player in a POLICE OWNED area with Jail Cell(s) and no other randoms around such as the D.E.A HQ.
5.2.) Anytime and any reason? No. You may ONLY strip a player or police of their inventory if you find Contraband such as Berries or if they have unlicensed weapons.
  • 6.) Should jail times be simplified and can players be taken of everything?
6.1.) Here is what I have for jail times:
  • ~ Unlicensed/Illegal Weapons | 2 Minute per Weapon
    ~ Contraband (Explosives/Military Knives/Narcotics) | 2 Minute per Contraband

    Max time you may jail someone is 1 Hour! Any higher and it is Fail RP!
6.3.) All items that fall under each category above MUST be destroyed immediately with /trash. Players who are jailed may not have any weapons either melee or ranged nor can they carry any explosives/throwables.
6.4.) Police MUST take away weapons both ranged & melee as well as any throwables. If the item taken is licensed and not illegal such as a licensed honeybadger and an axe, it must be tossed into a storage and given back once the time is up for the player serving time. Trashing it or keeping it for personal use it Fail RP and will result in punishment.
  • 7.) Should police of all ranks and staff alike give warnings to remove vehicles on the roads?
7.1.) Police and staff may not give warnings to remove vehicles on the road. It is HIGHLY ADVISED to do so but not required.
7.2.) Police and staff may not destroy emergency vehicles if their emergency lights are on as this may constitute to police responding to an Rp Situation that requires their lights and vehicles to be how they are. If the lights are off, they may be destroyed.
  • 8.) Should police be allowed to arrest a player in their own home and can their arrest continue if their suspect runs into their own home?
8.1.) Players running inside their homes during an arrest is fine, but police officials MUST give 3 warnings for them to come out.
8.2.) If the player refuses to exit the house, a Police Captain may call /arrestraid <playername> <location> and may only destroy doors, windows and walls in that order to gain entry. If you destroy walls first to gain entry then that will be a false raid. You must prioritize doors/hatches, windows/shutters, walls/doorways in that order. Under no circumstance may you destroy walls or doorways first. You may also destroy Generators and Sentries.
8.3.) During the arrest raid, no form of explosives of ANY sort may be used as this will possibly destroy storage or other decorations. Before, during and after the arrest raid, you may not loot the base of any agriculture or free storages or destroy beds. This will count as a false raid.
  • 9.) Do you have to wait 10 seconds after the 3rd warning?
9.1.) Most definitely. This allows more than plenty of time for players to stop and listen.
  • 10.) Can unlicensed weapons be stripped whilst in "jail/prison" and can they be bought back or returned?
10.1) Not at all. They are confiscated by police and taken as evidence. They cannot be returned at all and any contraband found whilst in jail/prison can be confiscated as well. Returning unlicensed weapons and/or contraband is Fail RP!
  • 11.) How do raid warrants or search warrants work? How are they issued?
11.1.) Search warrants no longer exist due to them being abused 100% of the time. An officer must have solid evidence and must show a Police Captain the evidence for any action to be taken.
11.2.) Evidence must be provided with a Screenshot or Video taken with Steam or Gyazo or recorded with Shadowplay, Fraps, Obs or Bandicam and MUST be uploaded to YouTube being as raw of a video as possible meaning little to no editing.
11.3.) Though this rule may be a no-brainer but it happens. Under no circumstance may an officer or player plant illegal substances in a base to allow a raid to be called on it. Regardless if the base is open and free to enter, this is a heavy offense and the player will be punished accordingly.
  • 12.) Can police Kos a suspect fleeing on foot or in a vehicle immediately without warning or without further warnings after one or two may have been called to comply?
12.1.) No. If the suspect is fleeing on foot, follow the warning system of 3 warnings with 10 second intervals including 10 after the 3rd.
12.2.) If the suspect is fleeing in a vehicle, police may shoot the vehicle but must try to shoot the tires out. You may only shoot the tires and/or vehicle if they enter a vehicle and begin to move. Getting in a vehicle and staying put is not grounds for destruction of the vehicle. If you happen to shoot the player or passengers, blow up the vehicle or kill the player(s) involved and will be classified as crossfire.
  • 13.) Should NLR (New Life Rule) be enforced in RP Situations and can police arrest for seeing something in chat?
13.1.) If you are police and arresting a bandit and are killed fairly, you must forget your past life and must continue a new life to avoid repeated arrests and Fail Rp situations.
13.2.) If you were unfairly killed, you may not call it out in world chat. Use /adminhelp to contact staff or you may not be helped!
13.3.) For arrests, police of all ranks MUST see the actual situation or attend to it in order to arrest such as attempting to stop a raid or robbery.
Unless you see it you may not arrest for it. (excluded if you were fairly killed, then follow NLR.)
  • 14.) Can raids start from the inside and can raiders barricade themselves in? If so, can police destroy them?
14.1.) Raids MUST be called outside the targeted area regardless of if windows or doors are open. This means you cannot sit on the roof or any part of the building, you MUST sit outside the raid zone and stay there until the raid timer ends. After the raid timer has gone, raiders may run inside and barricade themselves in as much as they like with free form buildables ONLY.
14.2.) Police may destroy any free form buildable placed by the raiders. Police may not destroy any other part of the property to gain line of sight with the raiders as this will cause more damage to the structure.
14.3.) Police may also not use highly explosive weapons to kill raiders such as RPG's, Demolition Charges or Tanks w/ Missiles. This will cause extreme damage to the structure and will count as a False Raid on the officers' end.
  • 15.) Can police destroy the structure of a base to rescue a player during a kidnap?
15.1.) No. This counts as both Fail RP and False Raid. You are there to rescue the hostage, not kill them and using an RPG, Demolition Charges, Grenades, Explosive Arrows/Magazines and Tanks to gain entry may kill them and destroy the base which gains loot. You are there to rescue the hostage and keep them alive, not raid for loot.
15.2.) You may destroy sentries and generator(s), you may also destroy doors, hatches, windows and shutters. You may not destroy walls. claims flags, floors or storage in the base. This will classify as a False Raid and those involved will be punished!
15.3.) To fortify rule 15.2., kidnappers may NOT barricade themselves in a room with multiple plates. The doors, hatches, windows and shutters MUST have nothing obstructing the front or back (top or bottom) and must allow free passage under the doorway, window or metal hole. Kidnappers may also NOT hide the hostage in a room with no doors or windows. The hostage MUST have at least 1 doorway and 1 door to him and the door may no be obstructed either. The base also MUST have a passage to the hostage room, kidnappers may not make a base that cops cannot breach into as they may only destroy doors, hatches, windows and shutters.
  • 16.) May bodyguards defend their client during arrests and can bodyguards defend their client whilst their client is arresting?
16.1.) Bodyguards may defend their client if they are being arrested and can house them to stop the arrest or stop police raids BUT may not shoot unless they or their client is fired upon. Until the bodyguard's client or bodyguard himself is shot upon, the bodyguard may not shoot back but may obstruct the officer to defend his or her client. If shot, the bodyguard may shoot back.
16.2.) Bodyguards may not assist during arrests as they are not police. If the client of the bodyguard is arresting, the bodyguard may not shoot back under any circumstance but may block their client to take bullets for them but still may not shoot back. If the client manages to detain their suspect, the bodyguard may assist in cuffing, driving and watching the suspect. This rule only applies to Law Official Roles.
  • 17.) Are raiders allowed to return to their raid if killed by their own? And can police and owner(s) of the base return if killed?
17.1.) No. Raiders killed must call their raid off even if killed and MUST stay far away from the raid even after the raid is officially over. Waiting outside the raidzone to regain loot once killed is Fail RP and Fail FearRP and so is returning after the raid is over. Only surviving raiders may pick up loot.
17.2.) Police and base Owner(s) may return as much as they'd like but if the Owner(s) beds are destroyed, the owners may not return. If no bed is found before the raid, no one other than Police may defend as no proof of ownership is shown unless displayed by a staff member Out of RP!
  • 18.) Is locking a vehicle considered stealing?
18.1.) No. The player who locked it must drive out of Render Distance of the main vehicle owner(s) for it to officially yours. The Owner(s) of the vehicle may kill you immediately if you use a stealy on it and/or lock it. They may also kill you if you drive/fly off with said vehicle.
18.2.) If you were killed whilst stealing the vehicle, the vehicle is still owned by the original owners and you MUST follow NLR (New Life Rule). If you come back to steal it again, you must wait 12 hours to steal the same vehicle or it is Fail RP! This prevents multiple back-to-back attempts to steal vehicles.
18.3.) If you successfully steal the vehicle and an officer sees it, he may follow you and arrest you for theft of a vehicle. If the officers sees you steal the vehicle and die, he cannot arrest you as this breaks NLR.
  • 19.) Should suspects be allowed to execute any commands whilst detained/arrested?
19.1.) No. Players whilst in a jail cell or being arrested may not execute any commands such as /tpa, /kit and /trash. This gives an unfair advantage as their kit (depending if a donor) may have an RPG and can end their sentence or arrest. Players being arrested also may not tp out as this constitutes to Fail RP!
19.2.) Players may not /trash, eat or 'salvage' the item(s) they are being arrested for as this constitutes also to Fail RP! In real life, you cannot magically make a .50 Cal Barret vanish in thin air.
  • 20.) May police participate in multiple arrests at once and can police assist arrests from farther distances?
21.1.) Yes. Police may participate or initiate an unlimited number of arrests but it is strongly recommended to not arrest more than 2-3 players at the same time unless you have back-up handy.
21.2.) Police may also assist arrests if they are in the next town over. For example:
Mushy is being arrested by Deputy Keller in Montague! Police may do /arrest assist if they are at Belfast Airport or at Charlottetown. If assisting, the assisting officers MUST respond immediately and use /pr to identify the location of the arrest.
21.3.) Police MUST call out where they are arresting in /pr. For example: Mushy is being arrested by Deputy Keller! Deputy Keller must do /pr "Arrest Mushy northside of Montague!" This will allow officers to respond quickly if needed!
21.3.) If an officer is arresting multiple players and their suspect pulls a weapon but kills their other suspect, it is considered crossfire. Detainees must prone or back away but may not run away to avoid being killed. If running away, the officer may issue a warning to have you stop. Failure to comply will result in death.
  • 21.) If a player damages your vehicle, should you be able to defend it and yourself and kill them?
21.1.) Yes. Players may only Kos individuals who damage the status of their vehicle such as popping tires, damaging the vehicle itself, stealing gas, carjacking or stealing.
  • 22.) Should Police Captains be the only role to buy and equip Precision Charges and Detonators?
22.1.) Police Captains are top rank and highly trusted. Allowing them to buy, equip and use Precision Charges and Detonators allows them to breach into bases safely without having to damage anything else around it.
22.2.) Police Captains may only use a kit to get these which is /kit breach. This will give a limited number of charges to use to prevent this being too overpowered or abused. Captains would get up to 12 charges which is enough for up to 6 vault doors or 3 metal walls.

CRIMINAL ROLES
  1. 1.) Should kidnappers be able to assist other kidnappers?
1.1.) Yes. Kidnappers should be given a command such as /kidnapassist <name> to assist in kidnaps such as rob assists.
  • 2.) Should the money be split to all kidnappers involved or given to the one being kidnapped?
2.1.) The ransom must be evenly split amongst all kidnappers regardless if they are in a group or not.
2.2.) Kidnappers may not pay their hostage the money they received as this counts for Fail RP!
  • 3.) Can hostages pay their own ransom or pay someone outside to free them?
3.1.) No and no. Hostages are kept hostage and secluded from the outside world unless they have a walkie talkie. Even then they can only call for police aid and paying their own ransom or paying someone else to is considered Fail RP!
3.2.) Law Officials may only pay the ransom as they are the ones to negotiate with the kidnapper.
  • 4.) During a kidnap, is there a kidnap/rescue zone?
4.1.) During an event of a kidnap and rescue, police and kidnappers involved MUST follow the raidzone of 20m. Police may not post up 300m away with any sort of firearm and snipe the doors, windows or walls off as the maximum range for police to be away is 100m. Only doors/hatches may be destroyed.
4.2.) Police may only destroy doors/hatches during a rescue. No explosives such as Grenades, Claymores, Landmines, Explosive Magazines, Explosive Arrows, RPG's or Missiles may be used to rescue the hostage as this may kill the hostage, destroy the base and kill the kidnapper. If found doing so, this will count as a False Raid and Fail RP!
  • 5.) During a kidnap, can players wait outside the zone for loot?
5.1.) No and this falls for any RP Event that may cause death to other players such as Raids, Kidnaps, Arrests & Robberies. Players may NOT wait outside raid or kidnap zones or wait next to robberies or arrests in order to gain loot. This is Fail FearRP!
  • 6.) During a robbery, can anyone kill a bandit robbing someone?
6.1.) No. Only Law Officials may counter a robbery. This will allow officers to have more of a job to do than just arrests and tickets.
  • 7.) Should robbers have the ability to /mug people which robs players of cash or should the criminal role of Mugger be added?
7.1.) If /mug is added to bandits then that means bandits can rob players of money; demanding they get /paid a maximum amount of 1k. Then if this was added, players can stop mugging as it involves usually (in real life) a measly pistol of 9mm, .22 or maybe .45 ACP or a knife. If a robbery initiated, robberies consist of heavy weapons or long rifles. If put into a real life aspect, a robbery would be stopped by cops.
7.2.) If a Mugger role was added, they would have the ability to /mug and be killed by players but Bandits would receive the buff of being killed only by cops.
  • 8.) Should players be able to run in and out of the raidzone and can they be chased down regardless of status?
8.1.) No. Players who constantly run in and out of a raidzone to pick up loot can be banned for Fail FearRP! Players may also not be chased down as this is going out of the raid zone and can cause numerous amounts of issues. Stay in the raidzone!
8.2.) Before a raid on the specified area AFTER calling the /raid, you must issue 1 warning either in voice or chat to tell players to get out of the area and specify what the area is.
For example: Warning 1, we are raiding Seattle Doughnut! Leave immediately or you will be shot!
If a player poses a threat such as aiming a gun at you and/or fails to listen to the warnings, you may shoot them immediately.
8.3.) If you are police or the base owner(s), you may not go in and grab loot and leave. You either stay there to counter or defend the raid or leave the raid alone entirely. Grabbing loot and leaving is considered Fail FearRP and you can be banned for it.
  • 9.) Can Hitmen have their prowl timer reduced and should Hitmen be able to place hits on each other?
9.1.) Hitmen should have their prowl timer reduced to 10 minutes due to hits sometimes being sparse. And when they are active, it makes being a Hitman much more fun and rewarding!
9.2.) Hitmen may not place hits on each other or anyone as they can go for their own hit and claim the reward back. It makes no sense and won't be implimented.
  • 10.) Should all roles be able to sell drug related items instead of Drug Lord?
10.1.) Any role really can sell narcotics or illegal weapons. Only Drug Lords are permitted to actually /sell drugs and berry bi-products.
  • 11.) Can all criminal roles assist players of the same role if being arrested?
11.1.) Criminal roles of the same type should assist each other instead of it being just bandits. This makes bandits overpowered as it is and allowing this will allow criminal roles to be that much more dangerous.
11.2.) If a player of the same role if being arrested, a player may not ask "Are you the same role?!" whilst sitting by the cop or do /checkrole <player>. This is FailRP since the first way is means to get loot and the second doesn't happen irl. We don't have a /checkrole command irl.
  • 12.) Can criminal roles work together to raid or work together in general?
12.1.) Combining criminal roles to make a syndicate is always allowed. Such as a kidnapper holding a hostage who has a hit on him may be freed if their Hitman friend comes over (or any Hitman interested) and kills them but the Hitman MUST pay the kidnapper either before or after the kill.
12.2.) Drug Lords and Bandits work well too. Drug Lords can grow berries and give them to Bandits to sell to others and Bandits could also fake a sale by instead robbing them of their stuff. There are many ways Criminal Roles can work together to create a power bunch.

Civilian Roles
  1. 1.) Should Doctors be the only one to give medical items? Meaning /kit health either be removed entirely or given a rag instead of medkits and a vaccine?
1.1.) If players have access to /kit health, this renders Doctors useless. Kit Health should either be extremely nerfed or removed as Doctors should be in higher demand.
  • 2.) Should new civilian roles such as Nurse or EMT be added with balanced medical items they can buy?
2.1.) Adding Nurse and EMT allows medical roles to be played further as EMT would allow players to heal or rescue civilians in desperate need such as after a hostage rescue or raid police stop, EMT's can respond and treat the wounded. They would also buy able to buy ambulances.
2.2.) Nurses would be a lower end Doctor, being limited to medical items they can buy but still working as the same type. Doctors and Nurses would be able to buy only a white truck or van.
2.3.) Players should also not be able to buy any medical items, even a simple rag. This will make medical roles very important then.
  • 3.) Should their be a Donator role called Architect, Contractor, Mason or Artisan which combines Decorators, Builders or Decorations together to create a better builder role?
3.3.) Adding these roles (Or at least 2) would allow builders to be much more enjoyable instead of having to find a certain Donor Role type to be able to buy building materials. Combining the vanilla roles to a 2/3 or all-in-one role for Donors either Vip+ or Mvp+ would allow greater play and demand for builder roles.
  • 4.) Should /kit food be nerfed or removed to allow Fishermen and Chef's to be in higher demand?
4.1.) /kit food should be nerfed even greater to allow Fishermen, Chefs and even Farmers to be much more needed! Players can do /kit food every hour or so and can survive almost indefinitely! Increasing the timer, nerfing the kit further or removing it allows these roles to be needed.
4.2.) If kit food is nerfed or removed, players should not be able to buy food or drinks off the market. Leave that to the roles that can buy food, allowing an even greater feel or RP and allowing these roles to be important as well.
  • 5.) Should an Uber Driver be the only role to transport random players to and from areas?
5.1.) Uber Drivers are rare and never needed. Adding a command to call for an uber similar to calling an emergency but instead only ubers can see it would help.
Such as /uber "Need a pickup at Seattle Gas Station!"
5.2.) If a player is caught by police transporting players not related to them in anyway can be arrested for 'Illegal Taxicab Operation" (which is a real thing, see here) This allows only Ubers to be paid and transport players from point A to point B.
  • 6.) Should all roles (except emergency roles such as Cops, Doctors and hopefully the future role of EMT or Nurse) be restricted the ability to buy vehicles to promote use of Mechanics?
6.1.) Mechanics are nearly useless since Bandits and Hitmen can buy roadsters and ghosts; the fastest vehicles out there. Restricting this ability allows Mechanics to be needed more often and given the change to redeem themselves.
  • 7.) Should Explosives Expert roles be given the ability to assist criminal raids like Doctors and Bodyguards can do to blow into bases easier?
7.1.) Much like other roles, Explosives Expert is again a very rare sight and almost never needed. Allowing them to assist criminal raids by calling 'Raid Assist SournoisRenard!' in chat and after being paid makes them very useful assets and needed almost every time!
7.2.) Explosives Experts should also be the only role to buy ANY explosive item and restricting it to other roles than could buy them, like Weaponsmiths. Weaponsmiths should not be able to sell grenades, sticky grenades, snowballs, rockets, rocket launchers, military fragmentation rounds, claymores, landmines or explosives arrows. Leave those to Explosives Experts which makes them very useful and that much more needed
  • 8.) Should the role of an Aviator be added to restrict Mechanics from buying air vehicles and allow Aviators to buy air vehicles instead?
8.1.) Though the Mechanic isn't needed, passing the rule of restricting vehicle spawning from all roles except emergency roles will allow use of a Mechanic. Aviators would be able to buy air vehicles and even act as an Airline Transport similar to Ubers. This would be an interesting role to have and very fun and very needed.
  • 9.) Can Mayors use guns to protect themselves?
9.1.) Mayors should only be allowed the use of semi-automatic pistols to be used for defense. Mayors may not use automatic rifles, smg's or sniper rifles to defend themselves. They must be helpless but not defenseless; giving them a chance to defend themselves but not to the point where they can take down players easily. Leave that for hired bodyguards or the police.
  • 10.) Should criminal roles and law roles be whitelisted?
10.1.) Allowing whitelist of criminal and law roles allows greater RP for both sides. This also allows new players to learn the server instead of robbing or arresting players. Only experienced, long time members should be given such power of roles and this allows RP to be enhanced greatly for cops and criminals!
  • 11.) Should players playing the role of service such as Doctors or Builders respond to all players when in need?
11.1.) If you choose a role, you MUST play it. If a player asks for a Builder, either respond with "I can help, what's your location?" or "I cannot assist, I am busy." Players do not play their roles half the time and instead use it for personal use before switching to a Bandit. Which is another reason why Whitelisting and enforced RP should be a thing.
  • 12.) Should players be given the ability to Riot against mayors or high positions of power such as Police Captains?
12.1.) Riots are a janky thing to mess with. Riots could be killing or riots could mean protest. If you don't like a mayor or captain, simply state your mind in chat but DO NOT KILL! If you have a serious issue with it, take it to an Rp Admin or post your opinions on the forums. Do not cause chaos on the server(s).

SERVER SUGGESTIONS
  1. 1.) Should another server be implemented called Pandahut HardcoreRP which allows only hardcore RP?
1.1.) Many players ask this and either converting one server we have now or adding a new one for strict HardcoreRP would allow a gateway for the strictest, best RP Experience for those hardcore RP'ers.
1.2.) For Hardcore RP, the server itself would be whitelisted and you must pass a test and other qualifications to even enter. Upon being accepted, you'd have to commit to many rules to ensure the best quality and most hardcore of RP's. Criminal and Law Official roles will also be whitelisted.
1.3.) For Hardcore RP, the server difficulty will be set to Hard as well. You can shoot players in the leg to cripple them, jumping from buildings will break your legs and bleeding cannot be stopped unless bandaged.
  • 2.) Should new commands be added for all roles?
2.1.) The commands listed should be added to ensure greater RP Experience:
~/arrestraid <playername> <base location> | This is for cops to breach bases to seize a player resisting an arrest by running into their home.
~/mug <playername> <amount> | This is for Bandits or the new Mugger role to mug players of bamboo of a maximum of 1,000 bamboo.
~/checktime <playername> | This is for Staff to check the amount of time a player has total on that particular server and show total hours for Pandahut RP or on Pandahut in general.
~/watch | A general command which gives an in-game time for players to see so they know when the sun will set or rise.
~/raid assist | This command should be given to Doctors (Future Nurse or EMT role) and Bodyguard roles to allow them to properly Raid Assist. They will also have a timer for raid assist but cannot call raids themselves.
~/kit starter | For non-donating, fresh players. This role gives basic clothes, a rag, canned beans and a water bottle but no weapon. Removing the other kits and giving this, making RP much nicer since you won't see a player with 1 hour into Pandahut roaming with a heartbreaker.
~Removal of ranged weapons for civilian roles | Some civilian roles and donor civilian roles come with semi-auto and even full auto weapons. Removing those from players and giving basic, weak melee weapons will further decrease Kos a bit better.
~Addition of criminal & law official role whitelist | Whitelisting these roles will promote higher interest to player other roles OR properly play an officer or criminal role. Repeated server offenders will be blacklisted from these roles and those who break the rules whilst one of these roles will be revoked access as well.
  • 3.) Should bases have a limit and have space in between?
3.1.) Mega Bases is a rule to follow but what is a mega base? Bases should not exceed the size of a 4x4x3. Any base bigger will be classified as a Mega Base.
3.2.) Hotels built that exceed this size will be classified as a Mega Base but if the base or 'Hotel' is being used by players taking up rooms, that is the only exception other than a Police Station or Mayor's office. Even then a Hotel may only be 5x5x10.
3.3.) A Police Station consists of a jail and the Mayor's office is his town hall/dwelling. These bases should be no larger than 5x5x4; 1 up from a normal sized base.
  • 4.) Should timers for criminal roles be reduced slightly?
4.1.) All roles in general should receive their cooldowns to be slightly decreased. Unless in the Hardcore RP server, cooldowns should be lessened and tweaked slightly.
  • 5.) Should players be allowed to place claimflags in their base?
5.1.) Claim Flags may be placed in bases but cannot be placed in buildings whilst in a town such as Seattle. Mainly Seattle!
5.2.) Players may also keep a 1 Foundation space between any base which includes pre-made structures such as the Doughnut Shop or Pizza Shop. Clipping bases together should be classified as Fail RP which could cause both bases to be raided and cause issues for other players. It will also help staff determine separate bases easier.
  • 6.) Should the Pandahut Community be given the ability to vote for new roles and rules or should that be staff only?
This rule is up to you guys to decide. Should players have a say in what rule(s) and role(s) be added or should staff be allowed that option only? Or even Admins themselves to?

This is everything I got to greatly lessen loopholes and grey areas and even giving ideas to enhance RP!
You heard the "oh rules will change. Oh rules will be remade." Well I finally am the first to do this and make it public everyone!

A mayor that wants Pandahut whitelisted? wow! Not to be mean but the reason of a healthy intake of players is because you can just join and don't have to go make a forums acc (some people have no idea what forums are) and apply to join the server.

A lot of staff and players alike have been complaining of rules and roles not being up to par. Such as many grey areas costing them loot or a ban they didn't know could be banned for. Us staff go ahead and shrug our shoulders in confusion since a certain situation calls for a punishment but said situation wasn't stated in the rules. Well, I am here to fix that!

I'll be going in an order of no particular importance or order of any kind, they'll be numbered but not in an order of importance.
These rules and/or changes willy apply for ALL roles and BOTH servers. Lets' see what you think.

Law Official Roles
I've personally seen and had police of all ranks do things off the books and many see being a law official as boring. Which, from a real life standpoint, is 50/50. From a video game standpoint it is boring as all hell, I'd honestly rather watch paint dry.
You ask "What are you suggesting then?" Well here it is:
  1. 1.) Should Weaponsmiths be allowed to buy and/or sell weapons outside of a set shop?
1.1.) No. You MUST be in a closed building (I.E: 2x2 maple base or in a premade apartment complex) that you own and can access freely.
  • 2.) Are Weaponsmiths allowed to have "On The Go" shops such as on an APC or Truck?
2.1.) No. These are considered "Black Market" sellers and weapons and can be arrested for that for up to 30 minutes.
  • 3.) Are police of any rank allowed to wear whatever armour they want?
3.1.) Any officer may wear whatever police clothing they want but may not wear Coalition unless entitled the necessary rank of
Deputy, Chief, or Captain.
3.2.) If you are S.W.A.T or a ranked officer (Deputy, Chief, Captain) you are allowed to wear any vest so long as it is not military.
Unranked officers may not wear any vest but may wear any other piece of uniform they please except Coalition.
  • 4.) Does wearing any police uniform count as Police Impersonation?
4.1) Yes. Any piece of clothing worn by someone who is NOT a police officer regardless of rank is Police Impersonation.
4.2.)Though police are allowed to wear any piece of clothing, unranked officers may NOT wear Coalition. Police of all ranks may also not impersonate other ranks such as Police Deputy may not claim themselves as Captains.
  • 5.) Can you strip search a player anywhere, anytime for any reason?
5.1.)No. You may only strip search a player in a POLICE OWNED area with Jail Cell(s) and no other randoms around such as the D.E.A HQ.
5.2.) Anytime and any reason? No. You may ONLY strip a player or police of their inventory if you find Contraband such as Berries or if they have unlicensed weapons.
  • 6.) Should jail times be simplified and can players be taken of everything?
6.1.) Here is what I have for jail times:
  • ~ Unlicensed/Illegal Weapons | 2 Minute per Weapon
    ~ Contraband (Explosives/Military Knives/Narcotics) | 2 Minute per Contraband

    Max time you may jail someone is 1 Hour! Any higher and it is Fail RP!
6.3.) All items that fall under each category above MUST be destroyed immediately with /trash. Players who are jailed may not have any weapons either melee or ranged nor can they carry any explosives/throwables.
6.4.) Police MUST take away weapons both ranged & melee as well as any throwables. If the item taken is licensed and not illegal such as a licensed honeybadger and an axe, it must be tossed into a storage and given back once the time is up for the player serving time. Trashing it or keeping it for personal use it Fail RP and will result in punishment.
  • 7.) Should police of all ranks and staff alike give warnings to remove vehicles on the roads?
7.1.) Police and staff may not give warnings to remove vehicles on the road. It is HIGHLY ADVISED to do so but not required.
7.2.) Police and staff may not destroy emergency vehicles if their emergency lights are on as this may constitute to police responding to an Rp Situation that requires their lights and vehicles to be how they are. If the lights are off, they may be destroyed.
  • 8.) Should police be allowed to arrest a player in their own home and can their arrest continue if their suspect runs into their own home?
8.1.) Players running inside their homes during an arrest is fine, but police officials MUST give 3 warnings for them to come out.
8.2.) If the player refuses to exit the house, a Police Captain may call /arrestraid <playername> <location> and may only destroy doors, windows and walls in that order to gain entry. If you destroy walls first to gain entry then that will be a false raid. You must prioritize doors/hatches, windows/shutters, walls/doorways in that order. Under no circumstance may you destroy walls or doorways first. You may also destroy Generators and Sentries.
8.3.) During the arrest raid, no form of explosives of ANY sort may be used as this will possibly destroy storage or other decorations. Before, during and after the arrest raid, you may not loot the base of any agriculture or free storages or destroy beds. This will count as a false raid.
  • 9.) Do you have to wait 10 seconds after the 3rd warning?
9.1.) Most definitely. This allows more than plenty of time for players to stop and listen.
  • 10.) Can unlicensed weapons be stripped whilst in "jail/prison" and can they be bought back or returned?
10.1) Not at all. They are confiscated by police and taken as evidence. They cannot be returned at all and any contraband found whilst in jail/prison can be confiscated as well. Returning unlicensed weapons and/or contraband is Fail RP!
  • 11.) How do raid warrants or search warrants work? How are they issued?
11.1.) Search warrants no longer exist due to them being abused 100% of the time. An officer must have solid evidence and must show a Police Captain the evidence for any action to be taken.
11.2.) Evidence must be provided with a Screenshot or Video taken with Steam or Gyazo or recorded with Shadowplay, Fraps, Obs or Bandicam and MUST be uploaded to YouTube being as raw of a video as possible meaning little to no editing.
11.3.) Though this rule may be a no-brainer but it happens. Under no circumstance may an officer or player plant illegal substances in a base to allow a raid to be called on it. Regardless if the base is open and free to enter, this is a heavy offense and the player will be punished accordingly.
  • 12.) Can police Kos a suspect fleeing on foot or in a vehicle immediately without warning or without further warnings after one or two may have been called to comply?
12.1.) No. If the suspect is fleeing on foot, follow the warning system of 3 warnings with 10 second intervals including 10 after the 3rd.
12.2.) If the suspect is fleeing in a vehicle, police may shoot the vehicle but must try to shoot the tires out. You may only shoot the tires and/or vehicle if they enter a vehicle and begin to move. Getting in a vehicle and staying put is not grounds for destruction of the vehicle. If you happen to shoot the player or passengers, blow up the vehicle or kill the player(s) involved and will be classified as crossfire.
  • 13.) Should NLR (New Life Rule) be enforced in RP Situations and can police arrest for seeing something in chat?
13.1.) If you are police and arresting a bandit and are killed fairly, you must forget your past life and must continue a new life to avoid repeated arrests and Fail Rp situations.
13.2.) If you were unfairly killed, you may not call it out in world chat. Use /adminhelp to contact staff or you may not be helped!
13.3.) For arrests, police of all ranks MUST see the actual situation or attend to it in order to arrest such as attempting to stop a raid or robbery.
Unless you see it you may not arrest for it. (excluded if you were fairly killed, then follow NLR.)
  • 14.) Can raids start from the inside and can raiders barricade themselves in? If so, can police destroy them?
14.1.) Raids MUST be called outside the targeted area regardless of if windows or doors are open. This means you cannot sit on the roof or any part of the building, you MUST sit outside the raid zone and stay there until the raid timer ends. After the raid timer has gone, raiders may run inside and barricade themselves in as much as they like with free form buildables ONLY.
14.2.) Police may destroy any free form buildable placed by the raiders. Police may not destroy any other part of the property to gain line of sight with the raiders as this will cause more damage to the structure.
14.3.) Police may also not use highly explosive weapons to kill raiders such as RPG's, Demolition Charges or Tanks w/ Missiles. This will cause extreme damage to the structure and will count as a False Raid on the officers' end.
  • 15.) Can police destroy the structure of a base to rescue a player during a kidnap?
15.1.) No. This counts as both Fail RP and False Raid. You are there to rescue the hostage, not kill them and using an RPG, Demolition Charges, Grenades, Explosive Arrows/Magazines and Tanks to gain entry may kill them and destroy the base which gains loot. You are there to rescue the hostage and keep them alive, not raid for loot.
15.2.) You may destroy sentries and generator(s), you may also destroy doors, hatches, windows and shutters. You may not destroy walls. claims flags, floors or storage in the base. This will classify as a False Raid and those involved will be punished!
15.3.) To fortify rule 15.2., kidnappers may NOT barricade themselves in a room with multiple plates. The doors, hatches, windows and shutters MUST have nothing obstructing the front or back (top or bottom) and must allow free passage under the doorway, window or metal hole. Kidnappers may also NOT hide the hostage in a room with no doors or windows. The hostage MUST have at least 1 doorway and 1 door to him and the door may no be obstructed either. The base also MUST have a passage to the hostage room, kidnappers may not make a base that cops cannot breach into as they may only destroy doors, hatches, windows and shutters.
  • 16.) May bodyguards defend their client during arrests and can bodyguards defend their client whilst their client is arresting?
16.1.) Bodyguards may defend their client if they are being arrested and can house them to stop the arrest or stop police raids BUT may not shoot unless they or their client is fired upon. Until the bodyguard's client or bodyguard himself is shot upon, the bodyguard may not shoot back but may obstruct the officer to defend his or her client. If shot, the bodyguard may shoot back.
16.2.) Bodyguards may not assist during arrests as they are not police. If the client of the bodyguard is arresting, the bodyguard may not shoot back under any circumstance but may block their client to take bullets for them but still may not shoot back. If the client manages to detain their suspect, the bodyguard may assist in cuffing, driving and watching the suspect. This rule only applies to Law Official Roles.
  • 17.) Are raiders allowed to return to their raid if killed by their own? And can police and owner(s) of the base return if killed?
17.1.) No. Raiders killed must call their raid off even if killed and MUST stay far away from the raid even after the raid is officially over. Waiting outside the raidzone to regain loot once killed is Fail RP and Fail FearRP and so is returning after the raid is over. Only surviving raiders may pick up loot.
17.2.) Police and base Owner(s) may return as much as they'd like but if the Owner(s) beds are destroyed, the owners may not return. If no bed is found before the raid, no one other than Police may defend as no proof of ownership is shown unless displayed by a staff member Out of RP!
  • 18.) Is locking a vehicle considered stealing?
18.1.) No. The player who locked it must drive out of Render Distance of the main vehicle owner(s) for it to officially yours. The Owner(s) of the vehicle may kill you immediately if you use a stealy on it and/or lock it. They may also kill you if you drive/fly off with said vehicle.
18.2.) If you were killed whilst stealing the vehicle, the vehicle is still owned by the original owners and you MUST follow NLR (New Life Rule). If you come back to steal it again, you must wait 12 hours to steal the same vehicle or it is Fail RP! This prevents multiple back-to-back attempts to steal vehicles.
18.3.) If you successfully steal the vehicle and an officer sees it, he may follow you and arrest you for theft of a vehicle. If the officers sees you steal the vehicle and die, he cannot arrest you as this breaks NLR.
  • 19.) Should suspects be allowed to execute any commands whilst detained/arrested?
19.1.) No. Players whilst in a jail cell or being arrested may not execute any commands such as /tpa, /kit and /trash. This gives an unfair advantage as their kit (depending if a donor) may have an RPG and can end their sentence or arrest. Players being arrested also may not tp out as this constitutes to Fail RP!
19.2.) Players may not /trash, eat or 'salvage' the item(s) they are being arrested for as this constitutes also to Fail RP! In real life, you cannot magically make a .50 Cal Barret vanish in thin air.
  • 20.) May police participate in multiple arrests at once and can police assist arrests from farther distances?
21.1.) Yes. Police may participate or initiate an unlimited number of arrests but it is strongly recommended to not arrest more than 2-3 players at the same time unless you have back-up handy.
21.2.) Police may also assist arrests if they are in the next town over. For example:
Mushy is being arrested by Deputy Keller in Montague! Police may do /arrest assist if they are at Belfast Airport or at Charlottetown. If assisting, the assisting officers MUST respond immediately and use /pr to identify the location of the arrest.
21.3.) Police MUST call out where they are arresting in /pr. For example: Mushy is being arrested by Deputy Keller! Deputy Keller must do /pr "Arrest Mushy northside of Montague!" This will allow officers to respond quickly if needed!
21.3.) If an officer is arresting multiple players and their suspect pulls a weapon but kills their other suspect, it is considered crossfire. Detainees must prone or back away but may not run away to avoid being killed. If running away, the officer may issue a warning to have you stop. Failure to comply will result in death.
  • 21.) If a player damages your vehicle, should you be able to defend it and yourself and kill them?
21.1.) Yes. Players may only Kos individuals who damage the status of their vehicle such as popping tires, damaging the vehicle itself, stealing gas, carjacking or stealing.
  • 22.) Should Police Captains be the only role to buy and equip Precision Charges and Detonators?
22.1.) Police Captains are top rank and highly trusted. Allowing them to buy, equip and use Precision Charges and Detonators allows them to breach into bases safely without having to damage anything else around it.
22.2.) Police Captains may only use a kit to get these which is /kit breach. This will give a limited number of charges to use to prevent this being too overpowered or abused. Captains would get up to 12 charges which is enough for up to 6 vault doors or 3 metal walls.

CRIMINAL ROLES
  1. 1.) Should kidnappers be able to assist other kidnappers?
1.1.) Yes. Kidnappers should be given a command such as /kidnapassist <name> to assist in kidnaps such as rob assists.
  • 2.) Should the money be split to all kidnappers involved or given to the one being kidnapped?
2.1.) The ransom must be evenly split amongst all kidnappers regardless if they are in a group or not.
2.2.) Kidnappers may not pay their hostage the money they received as this counts for Fail RP!
  • 3.) Can hostages pay their own ransom or pay someone outside to free them?
3.1.) No and no. Hostages are kept hostage and secluded from the outside world unless they have a walkie talkie. Even then they can only call for police aid and paying their own ransom or paying someone else to is considered Fail RP!
3.2.) Law Officials may only pay the ransom as they are the ones to negotiate with the kidnapper.
  • 4.) During a kidnap, is there a kidnap/rescue zone?
4.1.) During an event of a kidnap and rescue, police and kidnappers involved MUST follow the raidzone of 20m. Police may not post up 300m away with any sort of firearm and snipe the doors, windows or walls off as the maximum range for police to be away is 100m. Only doors/hatches may be destroyed.
4.2.) Police may only destroy doors/hatches during a rescue. No explosives such as Grenades, Claymores, Landmines, Explosive Magazines, Explosive Arrows, RPG's or Missiles may be used to rescue the hostage as this may kill the hostage, destroy the base and kill the kidnapper. If found doing so, this will count as a False Raid and Fail RP!
  • 5.) During a kidnap, can players wait outside the zone for loot?
5.1.) No and this falls for any RP Event that may cause death to other players such as Raids, Kidnaps, Arrests & Robberies. Players may NOT wait outside raid or kidnap zones or wait next to robberies or arrests in order to gain loot. This is Fail FearRP!
  • 6.) During a robbery, can anyone kill a bandit robbing someone?
6.1.) No. Only Law Officials may counter a robbery. This will allow officers to have more of a job to do than just arrests and tickets.
  • 7.) Should robbers have the ability to /mug people which robs players of cash or should the criminal role of Mugger be added?
7.1.) If /mug is added to bandits then that means bandits can rob players of money; demanding they get /paid a maximum amount of 1k. Then if this was added, players can stop mugging as it involves usually (in real life) a measly pistol of 9mm, .22 or maybe .45 ACP or a knife. If a robbery initiated, robberies consist of heavy weapons or long rifles. If put into a real life aspect, a robbery would be stopped by cops.
7.2.) If a Mugger role was added, they would have the ability to /mug and be killed by players but Bandits would receive the buff of being killed only by cops.
  • 8.) Should players be able to run in and out of the raidzone and can they be chased down regardless of status?
8.1.) No. Players who constantly run in and out of a raidzone to pick up loot can be banned for Fail FearRP! Players may also not be chased down as this is going out of the raid zone and can cause numerous amounts of issues. Stay in the raidzone!
8.2.) Before a raid on the specified area AFTER calling the /raid, you must issue 1 warning either in voice or chat to tell players to get out of the area and specify what the area is.
For example: Warning 1, we are raiding Seattle Doughnut! Leave immediately or you will be shot!
If a player poses a threat such as aiming a gun at you and/or fails to listen to the warnings, you may shoot them immediately.
8.3.) If you are police or the base owner(s), you may not go in and grab loot and leave. You either stay there to counter or defend the raid or leave the raid alone entirely. Grabbing loot and leaving is considered Fail FearRP and you can be banned for it.
  • 9.) Can Hitmen have their prowl timer reduced and should Hitmen be able to place hits on each other?
9.1.) Hitmen should have their prowl timer reduced to 10 minutes due to hits sometimes being sparse. And when they are active, it makes being a Hitman much more fun and rewarding!
9.2.) Hitmen may not place hits on each other or anyone as they can go for their own hit and claim the reward back. It makes no sense and won't be implimented.
  • 10.) Should all roles be able to sell drug related items instead of Drug Lord?
10.1.) Any role really can sell narcotics or illegal weapons. Only Drug Lords are permitted to actually /sell drugs and berry bi-products.
  • 11.) Can all criminal roles assist players of the same role if being arrested?
11.1.) Criminal roles of the same type should assist each other instead of it being just bandits. This makes bandits overpowered as it is and allowing this will allow criminal roles to be that much more dangerous.
11.2.) If a player of the same role if being arrested, a player may not ask "Are you the same role?!" whilst sitting by the cop or do /checkrole <player>. This is FailRP since the first way is means to get loot and the second doesn't happen irl. We don't have a /checkrole command irl.
  • 12.) Can criminal roles work together to raid or work together in general?
12.1.) Combining criminal roles to make a syndicate is always allowed. Such as a kidnapper holding a hostage who has a hit on him may be freed if their Hitman friend comes over (or any Hitman interested) and kills them but the Hitman MUST pay the kidnapper either before or after the kill.
12.2.) Drug Lords and Bandits work well too. Drug Lords can grow berries and give them to Bandits to sell to others and Bandits could also fake a sale by instead robbing them of their stuff. There are many ways Criminal Roles can work together to create a power bunch.

Civilian Roles
  1. 1.) Should Doctors be the only one to give medical items? Meaning /kit health either be removed entirely or given a rag instead of medkits and a vaccine?
1.1.) If players have access to /kit health, this renders Doctors useless. Kit Health should either be extremely nerfed or removed as Doctors should be in higher demand.
  • 2.) Should new civilian roles such as Nurse or EMT be added with balanced medical items they can buy?
2.1.) Adding Nurse and EMT allows medical roles to be played further as EMT would allow players to heal or rescue civilians in desperate need such as after a hostage rescue or raid police stop, EMT's can respond and treat the wounded. They would also buy able to buy ambulances.
2.2.) Nurses would be a lower end Doctor, being limited to medical items they can buy but still working as the same type. Doctors and Nurses would be able to buy only a white truck or van.
2.3.) Players should also not be able to buy any medical items, even a simple rag. This will make medical roles very important then.
  • 3.) Should their be a Donator role called Architect, Contractor, Mason or Artisan which combines Decorators, Builders or Decorations together to create a better builder role?
3.3.) Adding these roles (Or at least 2) would allow builders to be much more enjoyable instead of having to find a certain Donor Role type to be able to buy building materials. Combining the vanilla roles to a 2/3 or all-in-one role for Donors either Vip+ or Mvp+ would allow greater play and demand for builder roles.
  • 4.) Should /kit food be nerfed or removed to allow Fishermen and Chef's to be in higher demand?
4.1.) /kit food should be nerfed even greater to allow Fishermen, Chefs and even Farmers to be much more needed! Players can do /kit food every hour or so and can survive almost indefinitely! Increasing the timer, nerfing the kit further or removing it allows these roles to be needed.
4.2.) If kit food is nerfed or removed, players should not be able to buy food or drinks off the market. Leave that to the roles that can buy food, allowing an even greater feel or RP and allowing these roles to be important as well.
  • 5.) Should an Uber Driver be the only role to transport random players to and from areas?
5.1.) Uber Drivers are rare and never needed. Adding a command to call for an uber similar to calling an emergency but instead only ubers can see it would help.
Such as /uber "Need a pickup at Seattle Gas Station!"
5.2.) If a player is caught by police transporting players not related to them in anyway can be arrested for 'Illegal Taxicab Operation" (which is a real thing, see here) This allows only Ubers to be paid and transport players from point A to point B.
  • 6.) Should all roles (except emergency roles such as Cops, Doctors and hopefully the future role of EMT or Nurse) be restricted the ability to buy vehicles to promote use of Mechanics?
6.1.) Mechanics are nearly useless since Bandits and Hitmen can buy roadsters and ghosts; the fastest vehicles out there. Restricting this ability allows Mechanics to be needed more often and given the change to redeem themselves.
  • 7.) Should Explosives Expert roles be given the ability to assist criminal raids like Doctors and Bodyguards can do to blow into bases easier?
7.1.) Much like other roles, Explosives Expert is again a very rare sight and almost never needed. Allowing them to assist criminal raids by calling 'Raid Assist SournoisRenard!' in chat and after being paid makes them very useful assets and needed almost every time!
7.2.) Explosives Experts should also be the only role to buy ANY explosive item and restricting it to other roles than could buy them, like Weaponsmiths. Weaponsmiths should not be able to sell grenades, sticky grenades, snowballs, rockets, rocket launchers, military fragmentation rounds, claymores, landmines or explosives arrows. Leave those to Explosives Experts which makes them very useful and that much more needed
  • 8.) Should the role of an Aviator be added to restrict Mechanics from buying air vehicles and allow Aviators to buy air vehicles instead?
8.1.) Though the Mechanic isn't needed, passing the rule of restricting vehicle spawning from all roles except emergency roles will allow use of a Mechanic. Aviators would be able to buy air vehicles and even act as an Airline Transport similar to Ubers. This would be an interesting role to have and very fun and very needed.
  • 9.) Can Mayors use guns to protect themselves?
9.1.) Mayors should only be allowed the use of semi-automatic pistols to be used for defense. Mayors may not use automatic rifles, smg's or sniper rifles to defend themselves. They must be helpless but not defenseless; giving them a chance to defend themselves but not to the point where they can take down players easily. Leave that for hired bodyguards or the police.
  • 10.) Should criminal roles and law roles be whitelisted?
10.1.) Allowing whitelist of criminal and law roles allows greater RP for both sides. This also allows new players to learn the server instead of robbing or arresting players. Only experienced, long time members should be given such power of roles and this allows RP to be enhanced greatly for cops and criminals!
  • 11.) Should players playing the role of service such as Doctors or Builders respond to all players when in need?
11.1.) If you choose a role, you MUST play it. If a player asks for a Builder, either respond with "I can help, what's your location?" or "I cannot assist, I am busy." Players do not play their roles half the time and instead use it for personal use before switching to a Bandit. Which is another reason why Whitelisting and enforced RP should be a thing.
  • 12.) Should players be given the ability to Riot against mayors or high positions of power such as Police Captains?
12.1.) Riots are a janky thing to mess with. Riots could be killing or riots could mean protest. If you don't like a mayor or captain, simply state your mind in chat but DO NOT KILL! If you have a serious issue with it, take it to an Rp Admin or post your opinions on the forums. Do not cause chaos on the server(s).

SERVER SUGGESTIONS
  1. 1.) Should another server be implemented called Pandahut HardcoreRP which allows only hardcore RP?
1.1.) Many players ask this and either converting one server we have now or adding a new one for strict HardcoreRP would allow a gateway for the strictest, best RP Experience for those hardcore RP'ers.
1.2.) For Hardcore RP, the server itself would be whitelisted and you must pass a test and other qualifications to even enter. Upon being accepted, you'd have to commit to many rules to ensure the best quality and most hardcore of RP's. Criminal and Law Official roles will also be whitelisted.
1.3.) For Hardcore RP, the server difficulty will be set to Hard as well. You can shoot players in the leg to cripple them, jumping from buildings will break your legs and bleeding cannot be stopped unless bandaged.
  • 2.) Should new commands be added for all roles?
2.1.) The commands listed should be added to ensure greater RP Experience:
~/arrestraid <playername> <base location> | This is for cops to breach bases to seize a player resisting an arrest by running into their home.
~/mug <playername> <amount> | This is for Bandits or the new Mugger role to mug players of bamboo of a maximum of 1,000 bamboo.
~/checktime <playername> | This is for Staff to check the amount of time a player has total on that particular server and show total hours for Pandahut RP or on Pandahut in general.
~/watch | A general command which gives an in-game time for players to see so they know when the sun will set or rise.
~/raid assist | This command should be given to Doctors (Future Nurse or EMT role) and Bodyguard roles to allow them to properly Raid Assist. They will also have a timer for raid assist but cannot call raids themselves.
~/kit starter | For non-donating, fresh players. This role gives basic clothes, a rag, canned beans and a water bottle but no weapon. Removing the other kits and giving this, making RP much nicer since you won't see a player with 1 hour into Pandahut roaming with a heartbreaker.
~Removal of ranged weapons for civilian roles | Some civilian roles and donor civilian roles come with semi-auto and even full auto weapons. Removing those from players and giving basic, weak melee weapons will further decrease Kos a bit better.
~Addition of criminal & law official role whitelist | Whitelisting these roles will promote higher interest to player other roles OR properly play an officer or criminal role. Repeated server offenders will be blacklisted from these roles and those who break the rules whilst one of these roles will be revoked access as well.
  • 3.) Should bases have a limit and have space in between?
3.1.) Mega Bases is a rule to follow but what is a mega base? Bases should not exceed the size of a 4x4x3. Any base bigger will be classified as a Mega Base.
3.2.) Hotels built that exceed this size will be classified as a Mega Base but if the base or 'Hotel' is being used by players taking up rooms, that is the only exception other than a Police Station or Mayor's office. Even then a Hotel may only be 5x5x10.
3.3.) A Police Station consists of a jail and the Mayor's office is his town hall/dwelling. These bases should be no larger than 5x5x4; 1 up from a normal sized base.
  • 4.) Should timers for criminal roles be reduced slightly?
4.1.) All roles in general should receive their cooldowns to be slightly decreased. Unless in the Hardcore RP server, cooldowns should be lessened and tweaked slightly.
  • 5.) Should players be allowed to place claimflags in their base?
5.1.) Claim Flags may be placed in bases but cannot be placed in buildings whilst in a town such as Seattle. Mainly Seattle!
5.2.) Players may also keep a 1 Foundation space between any base which includes pre-made structures such as the Doughnut Shop or Pizza Shop. Clipping bases together should be classified as Fail RP which could cause both bases to be raided and cause issues for other players. It will also help staff determine separate bases easier.
  • 6.) Should the Pandahut Community be given the ability to vote for new roles and rules or should that be staff only?
This rule is up to you guys to decide. Should players have a say in what rule(s) and role(s) be added or should staff be allowed that option only? Or even Admins themselves to?

This is everything I got to greatly lessen loopholes and grey areas and even giving ideas to enhance RP!
You heard the "oh rules will change. Oh rules will be remade." Well I finally am the first to do this and make it public everyone!

A mayor that wants Pandahut whitelisted? wow! Not to be mean but the reason of a healthy intake of players is because you can just join and don't have to go make a forums acc (some people have no idea what forums are) and apply to join the server.
1- im not mayor and this wasn't in my manifesto. also i cannot implement this
2 - this was my personal opinion and i think it would actually make RP-better. This has nothing to do with me being mayor and i have not put it in my manifesto.

My role in the community is not to make or change RP rules, however I will give my opinion on the few issues I found with the changes you suggested. This is solely my opinion and should be taken as such.
  • I don't personally agree that police can wear any outfit they want. They should have to wear a uniform, as they do in real life. We could create an undercover police role, which could further fragment the law enforcement population.
  • 7.1.) Police and staff may not give warnings to remove vehicles on the road. It is HIGHLY ADVISED to do so but not required.
    • I also think you could add that police can ticket players for this but not destroy their vehicles.
  • Evidence must be provided with a Screenshot or Video taken with Steam or Gyazo
    • Gyazo is horrible :P . Might wanna add imgur to that list, They should be suggestions too, and not a rule that they must use Steam, Gyazo or imgur.
  • 14.2.) Police may destroy any free form buildable placed by the raiders. Police may not destroy any other part of the property to gain line of sight with the raiders as this will cause more damage to the structure.
    • Police can easily say they didn't know who placed it. It wont always be obvious. This might be a hard to enforce rule.

    • If a bandit decides to do a robbery using low caliber weapons, is that against the rules? The sentence "If a robbery initiated, robberies consist of heavy weapons or long rifles" should be removed completely in my opinion. They should be able to rob with whatever weapons they have access to.

    • This seems unclear. We don't have a /sell command. Are you suggesting we add one?

    • Again, I disagree with this. IRL we are 100% completely aware that we are being arrested by a cop, as they show us their badge, unless they are impersonating, which is already covered by the RP rules. This is one more reason why Officers should wear uniforms, and not just any clothing.
    • If you are being arrested, it will be plain out obvious that the other player is a cop, since it shows in pink in world chat when the officer does /arrest on said player.
  • 1.1.) If players have access to /kit health, this renders Doctors useless. Kit Health should either be extremely nerfed or removed as Doctors should be in higher demand.
    • Kit health was already nerfed a while ago for this reason. Please check its contents again and see if it still renders doctors useless. We could be nerfed further if necessary

    • If Doctors should be the future Nurse role, then how would you have Doctors and Nurses as separate roles? Perhaps the wording needs to be changed or the explanation expanded.
  • There are a few items which should be made into separate polls, such as aviator and nurse roles, /mug command, and whitelisting criminal and law roles. I believe there is too much information in this post for a player to reply with a Yes or No answer.

It is very much appreciated by all of us that you put so much effort into writing this post, so please do not take the above as hating on your suggestions, but simply constructive criticism. I encourage everyone who reads or votes on here to add their input to this topic as well.

I'm still confused as to what he means. It states that Doctors should have /raid assist. Would what he actually means be that police, doctors, bodyguards, etc should have /arrestraid assist?
